• BREAKTHROUGH POLICIES FROM RESOLUTION 198
National Assembly Chairman Tran Thanh Man signed and issued Resolution No. 198/2025/QH15 on a number of special mechanisms and policies for private economic development. Resolution 198 is considered an important step forward in improving the business environment and supporting private economic development. Accordingly, Resolution 198 clearly stipulates mechanisms and policies to improve the business environment, support access to land, production and business premises, house rental, land that is public property; support finance, credit, public procurement; support science, technology, innovation, digital transformation and human resource training; support the formation of medium and large enterprises, pioneering enterprises.
Specifically, the Resolution clearly stipulates support mechanisms for businesses in accessing land, production premises, renting houses and land that is public property. This will help reduce the burden on businesses, especially start-ups.
Regarding financial and credit support, enterprises in the private economic sector will receive 2% interest support per year from the State when borrowing capital for green, circular projects and applying the environmental, social and governance (ESG) framework. This policy not only helps enterprises save costs but also encourages them to invest in sustainable projects.
The resolution also stipulates a two-year corporate income tax exemption and a 50% reduction in tax payable for the next four years for income from innovative start-up activities. This will create a great motivation for start-ups, helping them overcome the initial difficult period.
Businesses will also be supported in retraining human resources, helping them improve their skills and meet market demands. This is especially important in the context of digital transformation and the 4.0 Industrial Revolution.
The resolution stipulates that each enterprise shall be inspected and examined no more than once a year, except in cases where there are clear signs of violations. This will help enterprises reduce pressure and focus on production and business activities.
• EXPECTATIONS FROM PRIVATE ENTERPRISES
Mr. Pham Nguyen Ngoc Duy - Chairman of Lam Dong Young Entrepreneurs Association, expressed optimism about Resolution 198. He said that this is a great opportunity for the private sector to grasp and develop. "The Resolution clearly shows the special attention of the Party and State to the private economic sector, considering it an important driving force for the country's development in the new era," Mr. Duy emphasized.
Within the framework of the Dialogue program on new tax policies under Resolution 198 recently, the direct dialogue between businesses and leaders of the Tax Department of Region XIII took place enthusiastically. Many "hot" questions were raised by businesses, such as: What tax policies will be in the future to promote the development of the digital ecosystem for Lam Dong businesses? What types of taxes on real estate transfers need to be noted according to new regulations?
Resolution 198 not only creates great opportunities for the private sector but also poses challenges in developing professional tax, accounting and auditing consulting services. With the goal of having over 2 million businesses by 2030, the transformation from household businesses to enterprises will require strong support from authorities and consulting organizations.
With a spirit of responsible cooperation, solid expertise and dedication to the development of the business community, the Young Entrepreneurs Association and the Tax sector said they will continue to accompany and become the core force with the Finance sector to contribute to the successful realization of the goals of Resolution 198. This not only helps to develop the private economy quickly, sustainably and effectively but also affirms the important role of the private sector in the national economy.
Resolution No. 198 has opened a new chapter for the private economy, creating favorable conditions for the strong development of enterprises. With practical support policies, the Lam Dong business community is full of hope and determination to rise up, contributing to building a prosperous and sustainable economy in the future. Lam Dong Young Entrepreneurs Association and relevant agencies will continue to organize support, consulting and training activities to improve the capacity of enterprises, helping them seize opportunities from Resolution 198 and develop sustainably in the current volatile economic context. Lam Dong is developing a plan to review all legal documents and administrative procedures within its management scope, in order to eliminate cumbersome, overlapping regulations that are not suitable for the development practices of private enterprises. Accordingly, digital transformation is considered a "lever" in administrative reform and improving public governance capacity. At the same time, pay attention to policies on land, capital, training policies... to make the private economy become the driving force for development and the pillar of the locality.
