Moc Bai International Border Guard Station: Arrested murderer who attempted to flee abroad

Soldiers of Moc Bai International Border Guard Station took initial statements from Bui Kinh Luan.

Previously, at about 1:30 p.m. on May 1, 2023, Toc Tien Commune Police, Phu My Town, Ba Ria Vung Tau Province received a report from local residents about the death of Mr. D.VC (born in 1975) at his private home in Hamlet 2, Toc Tien Commune, so they went to block off the scene.

Upon receiving the report, Phu My Town Police arrived to seal off the scene, take statements, and extract camera footage to find the cause. Through preliminary investigation, the victim had a deep stab wound on his body, was bleeding profusely, and collapsed in front of the house, dying on the spot.

Conducting investigation and verification at the local level, Phu My Town Police identified the suspect in the murder of Mr. C as Bui Kinh Luan, who has fled the area. On the same day, Ba Ria-Vung Tau Provincial Police issued a decision to search for the suspect and sent it to all provinces and cities with border gates and seaports for assistance in preventing the case.

On May 2, the Moc Bai International Border Guard Station Command quickly deployed forces and tightened security at all checkpoints and shortcuts that could cross the border. In particular, inspectors performing duties at the Moc Bai International Border Gate Control Station were provided with images and identifying characteristics of the wanted subjects to take note of during exit procedures.

At 1:30 p.m. on May 2, at the exit area of the joint control house, soldiers of the Inspection and Supervision Team discovered a subject with identifying characteristics similar to the subject that the Investigation Police Agency of Ba Ria Vung Tau Provincial Police issued a Notice of Decision to Search.

After discovering and reporting to the Station Command, the entire team was ordered to continue to increase remote observation of the subject, while the controllers continued to perform the registration procedure as usual, to avoid letting the suspicious subject escape.

At the same time, the Moc Bai International Border Guard Station Command informed the Ben Cau District Police to request support. At 1:35 p.m., the subject observed that the functional forces were increasing outside, so he decided to leave the exit area to find a way to hide. However, when he just stepped out of the joint control house, he was stopped by the Border Guard Station soldiers and criminal detectives of the Ben Cau District Police for inspection.

When he saw the authorities, Bui Kinh Luan turned around and tried to run away, but the border guards and police caught him and handcuffed him. After checking his papers and comparing his photos, the authorities determined that the suspect was Bui Kinh Luan, whom the Ba Ria-Vung Tau Provincial Police Department was looking for.

Searching his luggage, the border guards discovered that Luan had 3 passports, including 2 Vietnamese passports and 1 American passport, along with many foreign documents and credit cards all bearing Luan's name. There were also two sharp knife marks on the soles of Luan's shoes.

At Moc Bai International Border Guard Station, when working with the investigation agency, Bui Kinh Luan was stubborn and uncooperative. It was not until the Ba Ria-Vung Tau Provincial Police appeared that he obediently got in the car to return to Vung Tau to continue the investigation.

By the morning of May 4, 2023, according to the announcement of the investigation police agency of Ba Ria Vung Tau Provincial Police, Bui Kinh Luan admitted to all his acts of murder in Toc Tien Commune, Phu My Town. Currently, Ba Ria Vung Tau Provincial Police have issued a decision to prosecute the criminal case against Bui Kinh Luan for murder.

Soldiers of Moc Bai International Border Guard Station collected and counted 140 cartons of foreign cigarettes at 4:00 a.m. on May 2.

With this feat, the officers and soldiers of Moc Bai International Border Guard Station have achieved a double feat during the peak duty period of April 30 and May 1, when just a few hours earlier, the soldiers on duty at Ta Peng checkpoint discovered a subject transporting smuggled cigarettes across the border, but taking advantage of the darkness, the subject left behind 140 cartons of foreign cigarettes (Jet and Hero types) near the sub-marker 170/5 (located in Thuan Tay hamlet, Loi Thuan commune, Ben Cau).
