Implementing the working program, on the morning of November 22, comrade Le Thi Thuy, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council chaired the regular citizen reception meeting in November 2023.
Also attending were members of the Standing Committee of the Provincial Party Committee: Nguyen Anh Chuc, Permanent Vice Chairman of the Provincial People's Committee; Dao Dinh Tung, Head of the Provincial Party Committee's Internal Affairs Committee; Tran Thi Ngan, Chairwoman of the Provincial Fatherland Front Committee; representatives of the leaders of the Provincial Party Committee Office, Office of the National Assembly Delegation and Provincial People's Council, Office of the Provincial People's Committee, Provincial Party Committee's Internal Affairs Committee, Provincial People's Council's Legal Committee, Provincial Inspectorate, Department of Natural Resources and Environment, Chairman of Binh Luc District People's Committee, leaders of An Ninh commune.

At the conference, citizen Tran Thi Quyen, residing in An Tien village, An Ninh commune (Binh Luc) requested the competent authority to consider and resolve the issuance of a Land Use Rights Certificate (LURC) for her family.

Specifically, the origin of the land, the process of land use and the current status of the land plot are as follows: In 1997, Mr. Pham Quang Chi (Mrs. Quyen's husband) and 46 other households of An Ninh commune had a need to request land allocation for housing and the commune People's Committee made a list and submitted it to Binh Luc district People's Committee for consideration and decision.

Based on the submission of the People's Committee of Binh Luc district, on January 12, 1998, the People's Committee of Ha Nam province issued Decision No. 65/QD-UBND on the recovery and transfer of land use rights reserved by the People's Committee of An Ninh commune to 47 households in the area for housing construction.

On October 15, 1998, the District People's Committee issued Decision No. 717/QD-UBND on land recovery from the An Ninh Commune People's Committee to allocate land to 47 households, including Mr. Pham Quang Chi's household (Ms. Quyen's husband) to build houses. The allocated area is 180 m2 at plot number 78, map sheet number 04, Tay Cong field, An Ninh commune.

However, according to the 2008 survey map of An Ninh commune and the 2014 commune adjustment map, the land plot that Ms. Quyen's household is requesting to be granted a Land Use Rights Certificate is plot number 27, map sheet PL 15, with a total area of 285 m2 (including 180 m2 of residential land and 105 m2 of land in the corridor of road DH 02).

Ms. Quyen's family and neighboring households have built solid houses and have been using the land stably since being allocated land. However, the area measured according to the current land use status of Ms. Quyen's household in 2023 is 171 m2 (a decrease of 9 m2 compared to the area allocated in 1998). Ms. Quyen's household has paid the land use fee in full, but has not yet been granted a Land Use Rights Certificate.

After listening to the citizens' presentations and the opinions and proposals of the representatives of the leaders of the units and localities; based on the regulations of the Party and the laws of the State, comrade Le Thi Thuy, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council concluded: Regarding legal procedures, the land plot of Mrs. Quyen's family (Mr. Chi's wife) requested is eligible for a Land Use Rights Certificate; assign the People's Committee of Binh Luc district to re-study the documents, carefully survey the current land status of Mrs. Quyen's house and adjacent households, review the area of traffic safety corridor land, intra-field irrigation land according to the plan to soon grant a Land Use Rights Certificate to Mrs. Quyen's family.

The Provincial Party Secretary requested the District People's Committee to coordinate in completing documents and procedures to issue Land Use Right Certificates to citizens in accordance with reality, ensuring people's rights and in accordance with the law before December 31, 2023. In order to soon issue Land Use Right Certificates as planned, Ms. Quyen's family is requested to coordinate with relevant agencies and local authorities to complete the payment of land use fees in accordance with the law./.
