At the meeting, the leaders of Ho Chi Minh City Post Office reported on the situation and results of implementing Directive No. 11-CT/TW of the Politburo on "buying and reading Party newspapers and magazines" in Ho Chi Minh City and the provinces of Binh Duong and Ba Ria - Vung Tau . Accordingly, for many reasons, the number of Party newspapers and magazines published in the first 6 months of 2025 was lower than the same period in 2024.
Regarding public administrative services for the two-level local government model, Ho Chi Minh City Post Office has coordinated to deploy services to people according to Official Dispatch 96/CD-TTg of the Prime Minister on focusing on completing the upgrading and development of information systems to serve the direction, administration and service of people and businesses to ensure smooth, effective and uninterrupted service.

Regarding specific results, postal staff have been assigned to provide direct support at the Public Administration Service Center at the commune/ward level. Postal staff are responsible for assisting people in submitting applications via the Online Public Service Portal, receiving applications and returning results of administrative procedure settlement. In addition, postal staff also assist people in receiving and returning results of applications when individuals and organizations carry out administrative procedures in the field of social insurance (SI), collecting health insurance, voluntary SI; new registration, re-registration, adjustment of voluntary SI contribution levels; issuance of SI books, etc.
As of July 15, the Ho Chi Minh City Post Office has arranged support personnel at 152/168 public administrative service centers in wards, communes, and special zones of Ho Chi Minh City. The remaining 16 locations have not been able to be deployed because local authorities have encountered difficulties in arranging the premises or have not yet agreed on an implementation plan.
Regarding the issuance and renewal of citizen identification cards (CCCD), Ho Chi Minh City Post Office is coordinating with the police to return CCCDs to the addresses of people who registered for the service. In 2024, 274,846 CCCDs will be returned to people's addresses. In addition, vehicle registration papers and license plates will be returned to the addresses of people who registered for the service.

Concluding the working session, comrade Nguyen Phuoc Loc noted that the competent authorities and Party committees at all levels should continue to review and direct grassroots Party organizations to continue implementing Directive 11 and related conclusions and announcements on the purchase and reading of Party newspapers and magazines; at the same time, there should be solutions to overcome difficulties in distributing Party newspapers to beneficiaries in accordance with regulations.
Comrade Nguyen Phuoc Loc also suggested that the Ho Chi Minh City Post Office closely coordinate with departments, branches, sectors and People's Committees of wards, communes and special zones of Ho Chi Minh City to ensure the reception and return of administrative procedure results via public postal services.
