In the atmosphere of celebrating the 94th anniversary of the founding of the Communist Party of Vietnam (February 3, 1930 - February 3, 2024) and welcoming the traditional New Year of Giap Thin 2024, on the afternoon of January 31, Prime Minister Pham Minh Chinh visited and wished a happy new year to cadres, lecturers, students and soldiers of the Military University of Culture and Arts.

Accompanying him were Politburo member, Director of the General Department of Politics of the Vietnam People's Army, General Luong Cuong; representatives of leaders of ministries, branches, central agencies, the General Staff, the General Department of Politics of the Vietnam People's Army, and agencies of the Ministry of National Defense .

The Military University of Culture and Arts is one of the first revolutionary art schools in the country, established right after the victory of the resistance war against colonialism.

During nearly 70 years of construction and development, the school has always strived, overcome difficulties, and excellently completed the task of training and nurturing artistic talents for the entire army, and training generations of artists and musicians.

During the period of fighting for national liberation and unification, with the spirit of giving everything to the front line, cutting through Truong Son to save the country, singing drowned out the sound of bombs, playing guitars and guns, the school's cadres and students brought songs, dances to each battlefield, down to the trenches, encouraging the soldiers to fight, many of whom sacrificed or left part of their bodies on the battlefields.

During the period of national construction and development, the school has performed well the tasks of good teaching - good learning, good scientific research, good service, good work; training and fostering a team of artists, cultural management staff, press, archives and high-quality human resources for the cause of industrialization and modernization of the country.

With 3 campuses in Hanoi and Ho Chi Minh City, in the past 10 years, the school has trained nearly 5,000 students at all levels from intermediate, college to university and postgraduate. Currently, 100% of the school's staff and lecturers have university degrees; including 18 PhDs, 132 masters, 10 people's artists, 17 meritorious artists, 16 meritorious teachers...

In the past 5 years, the school has researched, compiled, and published 140 textbooks and documents; 87 topics and initiatives. The topics and initiatives are highly applicable, contributing to clarifying theoretical and practical issues arising in the development of culture and art of the army and the country. In particular, the school has promoted international cooperation in scientific research; since 2022, dozens of articles and scientific works have been published in a number of prestigious international journals, highly appreciated by the academic community.

After visiting the traditional room, facilities, functional rooms and student accommodation, speaking to the cadres, lecturers, students and soldiers of the Military University of Culture and Arts, Prime Minister Pham Minh Chinh reviewed the major policies, guidelines and viewpoints on culture in the documents of our Party since its establishment: The first Party Platform in 1930; The Outline of Vietnamese Culture in 1943 identified culture as one of the three fronts (economics, politics, culture), developing culture in the direction of nationalism, science and mass; Resolution of the 3rd Congress; Resolution of the 4th Central Committee, 7th tenure on a number of tasks of building culture and arts; Resolution of the 5th Central Committee, 8th tenure on building an advanced Vietnamese culture imbued with national identity; The Platform for National Construction in 2011 (11th Congress) identified building an advanced Vietnamese culture imbued with identity, unity in diversity; Resolution of the 9th Central Committee, 11th tenure, on building and developing Vietnamese culture and people to meet the requirements of sustainable national development; Resolution of the 13th National Congress identifying the building and promotion of cultural values ​​and the strength of Vietnamese people as the foundation and driving force to promote the country's rapid and sustainable development; Conclusion of General Secretary Nguyen Phu Trong at the 2021 National Cultural Conference on developing culture and people, the "soft power" of the nation...

Recalling the teachings of President Ho Chi Minh “Culture lights the way for the nation” and the words of General Secretary Nguyen Phu Trong “As long as culture exists, the nation exists”, “culture is the soul of the nation”, Prime Minister Pham Minh Chinh affirmed that culture has an important role, position and contribution to the cause of fighting for national independence, national unification, protecting and building, and developing the country quickly and sustainably.

Outlining the guidelines and fundamental factors for national development, including the cultural foundation, the Prime Minister said that the Government has been implementing many tasks and solutions, with many strategies, programs and projects on preserving and promoting cultural values; building an advanced Vietnamese culture with strong national identity. In particular, the Government is directing the development and submission to competent authorities of the National Target Program on Culture; at the same time, paying attention to directing tasks and solutions for developing the cultural industry.

According to the Prime Minister, the Vietnam People's Army has always been one of the leading forces in preserving, promoting and building Vietnamese culture. The Prime Minister expressed his delight at the development of the Military University of Culture and Arts in terms of stature, scale and results in implementing political tasks.

Thereby, continuing to affirm its position as the leading art school of the army, with great prestige in the country; achieving many results in scientific research, contributing to clarifying theoretical and practical issues in the development of art and culture of the army and the country.

The school participates in building and organizing many performing arts programs with high ideological and artistic values, serving important political events of the Party, the country and the army. Many musicians, artists and actors of the school have become famous, winning many high prizes at festivals, competitions and performances nationwide and abroad; some works have won the State Prize for Literature and Arts, the Ho Chi Minh Prize, etc.

Prime Minister Pham Minh Chinh commended, acknowledged and congratulated the achievements, dedication and contributions of the team of cultural workers, military artists and generations of cadres, lecturers, students, staff and soldiers of the school.

The Prime Minister said that in the new development period, our country has opportunities and opportunities but also faces many difficulties and challenges. Particularly in the field of culture and arts, the protection of traditional cultural values ​​faces many challenges.

2024 is a very important year for implementing the Resolution of the 13th National Party Congress; at the same time, it is a year with many important events such as the 70th anniversary of the Dien Bien Phu Victory, the 70th anniversary of the Liberation of the Capital, the 80th anniversary of the founding of the Vietnam People's Army, the 35th anniversary of the National Defense Day, etc.

The Head of Government requested the Military University of Culture and Arts to thoroughly grasp the Party and State's viewpoints on "culture being the spiritual foundation of society, both a goal and an endogenous strength, an important driving force for national development", "Culture lights the way for the nation to go".

The school must effectively implement the Party's resolutions, directives, conclusions, the State's policies and laws on the development of Vietnamese culture and people, and the direction of General Secretary Nguyen Phu Trong at the National Cultural Conference; carry out well the political and ideological work in the Army, in which culture and arts are an important content.

The Prime Minister requested the school to arouse and promote the creativity, responsibility and mission of the intellectuals, artists, cadres, lecturers and students, to contribute more efforts and intelligence to the cause of cultural revival and building Vietnamese people in the new era; actively participate in research, clarify major orientations; at the same time develop, supplement, enrich and deepen the content on cultural and artistic development in practice. The school builds high-quality, modern art programs imbued with national identity; creates more and more works of high ideological, artistic and cultural value, contributing to preserving, promoting and spreading Vietnamese cultural values, and promoting Vietnamese culture abroad.

The Prime Minister also requested the School to standardize and modernize the content, training programs, processes and teaching methods; increase the application of information technology and digital transformation. Along with that, it is necessary to implement well "good teaching, good learning, good service, good work", "learning goes hand in hand with practice; associated with teaching people, teaching profession and teaching responsibility"; ensuring that graduates have sufficient qualities and abilities to meet requirements and tasks, and are good seeds to contribute to the development of culture, arts and building a cultural life.

The school focuses on training, fostering, and developing a team of teachers and educational managers with high quality, good expertise, steadfast in politics, exemplary in ethics and lifestyle, and dedication to the profession; at the same time, it researches and consults on appropriate policies and mechanisms to attract and utilize talents.

In particular, the school must focus on building a strong Party organization in terms of politics, ideology, organization, ethics and staff, associated with building a strong, comprehensive "exemplary, typical" school; pay attention to taking care of the material and spiritual lives of the school's cadres, lecturers, students, employees and soldiers.

Prime Minister Pham Minh Chinh emphasized that we are proud of the traditions and cultural values ​​of Vietnam; we have the duty, responsibility and honor to preserve, conserve and develop the national culture sustainably, in line with the trend of the times. The Prime Minister hopes and believes that the Military University of Culture and Arts will continue to strive to achieve better results year after year, and better results in each period, contributing to the development of a strong and prosperous country; and the people will be increasingly prosperous and happy./.
