Quang Ninh has over 13,000 operating enterprises, most of which are private enterprises. In order to promote this force to develop quickly, sustainably and effectively, the province is always proactive in accompanying and removing difficulties and obstacles, improving competitiveness, creating the most favorable conditions for private enterprises in particular and the business community in general to develop strongly.

Quang Ninh LNG Power Plant Project after adjustment, supplementing the total area of ​​nearly 110 hectares in Cua Ong ward. The project is in the list of national key energy projects in the Government 's VIII power plan, with a scale of 2 units, total capacity of 1,500 MW, with a total investment of over 2.2 billion USD invested by Quang Ninh LNG Power Joint Stock Company. This is one of the province's key projects using non-budgetary capital to contribute to the implementation of the task of energy conversion, prioritizing the development of renewable energy and new energy according to the Resolution of the 16th Congress of the Provincial Party Committee.

Recently, the province has directed departments, branches and localities to take action to remove difficulties to ensure the project starts on December 19, 2025. On that basis, implementing the province's direction, Cua Ong ward has actively coordinated with departments, branches and sectors to speed up the project's site clearance progress. In September 2025, Cua Ong ward completed the site clearance of nearly 34 hectares and handed it over to the Project Management Board of Investment and Construction of Area II to carry out the next steps to hand over to the project investor. For the area related to organizations, the ward is completing the procedures to recover land according to the expected schedule in January 2026.

In addition, the ward urgently organized work with investors, businesses and related units to agree on plans for electricity, water and traffic supply to serve the construction of the project's ground leveling phase.   At the same time, commit to actively coordinate, create the best, fastest and earliest conditions for the investor to ensure the project starts construction on December 19, 2025 according to the direction of the province.

Mr. Ataru Masunaga, Technical Director of Quang Ninh LNG Power Joint Stock Company, said: In the past time, we have always received active support from the province, departments, branches, and localities in terms of investment procedures, site clearance, and related infrastructure... With the support and facilitation of the province, departments, branches, and Cua Ong ward, we are currently completing the ground leveling design, EPC bidding documents ( design, procurement and construction general contractor), and submitting land lease documents. Next, we will carry out work at the construction site to strive to start the project according to the direction of the Central and the province.

Basic tax 1 guides business households to register tax declarations.

In addition to accompanying and promptly resolving difficulties, Quang Ninh actively encourages business households to establish enterprises. In particular, the Quang Ninh Tax Department is making every effort to deploy a 60-day peak campaign to convert the model from lump-sum tax to declaration for business households to end lump-sum tax from January 1, 2026. The campaign will be implemented starting from November 1, 2025 and ending on December 30, 2025.

The main objective of the peak period is to substantially transform the tax management model from the contract method to the declaration method; to propagate and support households and individuals doing business in contracts to understand and voluntarily convert to the declaration method, and then convert into enterprises; to enhance voluntary compliance, transparency and fairness in tax declaration and payment by business households.

Implementing the campaign, Quang Ninh Tax has set a target of striving for 100% of business households to access information and receive support from tax authorities on the content of converting from lump-sum tax method to declaration method and converting into enterprises; 100% of subjects are required to register and use electronic invoices generated from cash registers according to Decree No. 70/2025/ND-CP; 100% of business households carry out tax procedures electronically in a convenient and easy way; promptly handle and answer 100% of business households' problems within 24 hours.

Along with promoting propaganda, organizing training courses, providing guidance, answering questions, and resolving difficulties in using tax declaration methods, registering electronic invoices, and installing and using the eTax Mobile application; reviewing business household data by industry group, scale, characteristics, classifying business households by revenue to have appropriate support programs; signing cooperation agreements with 6 units providing solutions to implement policies to support taxpayers.

The Tax Department will also coordinate with communes, wards, and special zones to launch campaigns, arrange working groups to directly guide business households at neighborhood cultural houses, and sign coordination regulations to effectively implement the transition from lump-sum tax to declaration.

This is not only an important step in changing management methods, but also an important foundation in promoting business households, mobilizing business households to establish enterprises, contributing to the development of the private economy .
