
Implementing the Provincial Party Committee's policy and Plan No. 272 of the Provincial People's Committee on upgrading the quality of urban areas and residential infrastructure, Bai Chay ward has proactively developed a specific plan, clearly defining tasks, roadmaps and assigning responsibilities to each unit and cadre in charge of the area. Notably, Bai Chay is one of the first 11 wards and communes in the whole province to organize the launch of "100-day peak to build and improve the quality of urban areas and residential infrastructure".
According to the plan, in November 2025, Bai Chay ward will deploy a total of 6 key projects focusing on renovating and upgrading roads and technical infrastructure, including: Renovating and upgrading Nguyen Cong Tru road; Renovating and upgrading Hung Thang road (section from the intersection of the old Hung Thang ward police station to Nguyen Hien street); Renovating and upgrading lane 266 (section connecting from Ha Long street to Hau Can street); Renovating and upgrading the road in front of Bai Chay Secondary School; Renovating and upgrading technical infrastructure of the old Bai Chay ferry area; Installing and replacing public lighting systems with energy-saving LED lights throughout the area.
Along with these 6 key projects, in December 2025 and early 2026, the ward will continue to focus on implementing the items of beautification and renovation of the "fish bone" roads of the Ao Ca self-built area; the residential area around the existing ward People's Committee headquarters; Nguyen Son Street, Hung Thang regulating lake and the sidewalk of Hoang Quoc Viet Street. These are all items of important significance in completing technical infrastructure, expanding urban space, creating a new civilized and modern appearance, contributing to making Bai Chay a model urban area, a dynamic tourist center of the province.

Immediately after launching the 100-day campaign to upgrade the quality of urban areas and residential infrastructure, the entire Bai Chay ward demonstrated a high spirit of determination, strong action, and tireless work. From the Party Committee, the government, the Fatherland Front and organizations to each neighborhood and residential group, all urgently took action with the motto "clear people, clear work, clear progress, clear results". The functional forces and construction units worked all day, taking advantage of every hour and every shift to ensure the progress and quality of the projects.
The campaign also spread widely to the community, becoming a practical action movement, attracting the active participation of a large number of people. Hundreds of households in the ward voluntarily donated land, dismantled fences; removed roofs, awnings and steps encroaching on sidewalks to widen roads and beautify urban spaces. In particular, many cadres and party members directly went to the grassroots, together with the people to carry out specific tasks, both as propagandists and role models, contributing to arousing the spirit of solidarity and enthusiastic emulation in the whole ward.

Ms. Chu Thi Dung, Head of Group 7A, Area 9B, Bai Chay Ward, shared: “When the residential group mobilized people to implement the ward's policy, everyone was excited and highly agreed. Everyone understands that urban beautification not only beautifies the landscape but also improves the quality of their own lives. Therefore, most households in the group voluntarily dismantled fences and steps, returning the open space, creating conditions for the projects to be completed soon and put into use.
Mr. Nguyen Viet Dung, a resident of Group 7A, Area 9B, expressed: “We fully support the ward’s policy in urban beautification and environmental landscape improvement. My family and I have voluntarily moved ornamental plants, furniture, and cleaned up the roof and front porch to return the common space. When we see the wider, cleaner, brighter road, everyone is happy and proud.”

Inspection and supervision work is maintained regularly and seriously. Ward leaders directly assign officers to be in charge of each project, closely follow progress, and resolve difficulties right at the scene. The spirit of "saying and doing" and "not leaving today's work for tomorrow" is thoroughly instilled in every officer, civil servant, and residential group. Thanks to that, many projects and items have been accelerated.
With the drastic participation of the entire political system and people in the whole ward, in just 1 week of implementing the Campaign "100 days and nights to upgrade urban quality and residential infrastructure", the appearance of Bai Chay has changed significantly. More than 3km of sidewalks have been cleaned; hundreds of canopies and awnings have been dismantled by the people, returning the airy and orderly look to the urban space; 500m3 of soil, rocks, and waste that were not properly collected were transported and treated. The main streets have all become brighter, greener, cleaner, and more beautiful, creating a positive impression on tourists and local people.
Vice Chairman of Bai Chay Ward People's Committee Le Van Thang said: "The ward identifies this as not only a political task, but also a major campaign, changing the awareness and actions of cadres, party members and people in joining hands to build a civilized and modern urban area. We are mobilizing all resources to the maximum, closely coordinating with construction units, ensuring that by December 31, 2025, we will basically complete 6 projects launched during the peak period to put them into use, serving people's lives and developing tourism."

With clear initial results, Bai Chay is gradually realizing its determination to upgrade urban and residential infrastructure, creating a solid foundation for the next development goals. At the same time, it creates new momentum for Bai Chay ward to successfully implement the Resolution of the 16th Provincial Party Congress for the 2025 - 2030 term; making a practical contribution to the goal of building Quang Ninh province into a rich, civilized, modern and happy one with the goal of becoming a centrally-run city before 2030 and by 2045 becoming one of the country's important economic locomotives.
