
In accordance with the Provincial Party Committee's directive and the Provincial People's Committee's Plan No. 272 on upgrading urban quality and residential infrastructure, Bai Chay ward proactively developed a specific plan, clearly defining tasks, timelines, and assigning responsibilities to each unit and official in charge of the area. Notably, Bai Chay was one of the first 11 wards and communes in the entire province to launch a "100-day intensive campaign to build and improve urban quality and residential infrastructure."
According to the plan, in November 2025, Bai Chay ward will implement a total of 6 key projects focusing on the renovation and upgrading of roads and technical infrastructure, including: Renovation and upgrading of Nguyen Cong Tru road; Renovation and upgrading of Hung Thang road (section from the intersection near the former Hung Thang Ward Police Station to Nguyen Hien street); Renovation and upgrading of alley 266 (section connecting from Ha Long road to Hau Can road); Renovation and upgrading of the road in front of Bai Chay Secondary School; Renovation and upgrading of technical infrastructure in the former Bai Chay ferry terminal area; Installation and replacement of public lighting systems with energy-saving LED lights throughout the ward.
Along with these six key projects, in December 2025 and early 2026, the ward will continue to focus on upgrading and renovating the "herringbone" roads in the self-built Ao Ca area; the residential area surrounding the existing ward People's Committee headquarters; Nguyen Son road, Hung Thang regulating lake, and the sidewalks of Hoang Quoc Viet road. These are all important items in completing the technical infrastructure, expanding urban space, creating a new, civilized and modern appearance, contributing to making Bai Chay a model urban area and a dynamic tourism center of the province.

Immediately after launching the 100-day intensive campaign to upgrade urban quality and residential infrastructure, the entire Bai Chay ward demonstrated high determination, decisive action, and tireless work. From the Party Committee, government, Fatherland Front, and mass organizations to each neighborhood and residential group, everyone promptly got involved with the motto "clear responsibilities, clear tasks, clear progress, clear results." Functional forces and construction units worked around the clock, taking advantage of every hour and every shift to ensure the progress and quality of the projects.
The campaign also spread widely throughout the community, becoming a practical action movement that attracted the active participation of a large number of people. Hundreds of households in the ward voluntarily donated land, dismantled fences, removed awnings, canopies, and steps encroaching on sidewalks to widen roads and beautify urban spaces. In particular, many officials and Party members directly went to the grassroots level, working alongside the people to carry out specific tasks, acting as both communicators and role models, contributing to fostering a spirit of solidarity and enthusiastic competition throughout the ward.

Ms. Chu Thi Dung, Head of Group 7A, Area 9B, Bai Chay Ward, shared: “When the neighborhood group mobilized residents to implement the ward's policy, everyone was enthusiastic and highly supportive. Everyone understood that urban beautification not only beautifies the landscape but also improves their own quality of life. Therefore, most households in the group voluntarily dismantled fences and steps, restoring the open space and creating conditions for the projects to be completed and put into use as soon as possible.”
Mr. Nguyen Viet Dung, a resident of Group 7A, Area 9B, expressed: “We fully support the ward's policy of urban beautification and environmental improvement. My family and I have voluntarily moved our plants and belongings, and cleared away the awnings and front porches to restore the common space. Seeing the road wider, cleaner, and brighter, everyone is happy and proud.”

Inspection and supervision work is maintained regularly and rigorously. The ward leaders directly assign officials to be in charge of each project, closely monitoring progress and resolving difficulties on-site. The spirit of "actions speak louder than words" and "don't put off until tomorrow what can be done today" is instilled in every official, civil servant, and community group. As a result, many projects and items have been accelerated.
With the decisive involvement of the entire political system and the people throughout the ward, in just one week of implementing the "100 Days and Nights Campaign to Upgrade Urban Quality and Residential Infrastructure," the appearance of Bai Chay has undergone significant changes. More than 3km of sidewalks have been cleaned; hundreds of awnings and canopies have been dismantled by residents, restoring a spacious and orderly urban environment; 500m3 of soil, rocks, and waste improperly dumped have been transported and processed. The main streets have become brighter, greener, cleaner, and more beautiful, creating a positive impression on tourists and local residents.
According to Le Van Thang, Vice Chairman of the People's Committee of Bai Chay Ward: "The ward has determined that this is not only a political task, but also a major campaign to change the awareness and actions of officials, Party members, and the people in jointly building a civilized and modern urban area. We are mobilizing all resources and coordinating closely with construction units to ensure that by December 31, 2025, the six projects launched during this peak period will be basically completed and put into use to serve people's lives and tourism development."

With clear initial results, Bai Chay is gradually realizing its determination to upgrade the urban area and residential infrastructure, creating a solid foundation for further development goals. At the same time, it creates new momentum for Bai Chay ward to successfully implement the Resolution of the 16th Provincial Party Congress for the 2025-2030 term; contributing practically to the goal of building a prosperous, civilized, modern, and happy Quang Ninh province, aiming to become a centrally-governed city before 2030 and one of the nation's important economic hubs by 2045.
