
Ba Che commune was established on the basis of merging 3 communes: Thanh Son, Nam Son, Don Dac and Ba Che town (formerly belonging to Ba Che district), with 14 ethnic groups living together (Dao, Kinh, San Chay, Tay, Hoa, San Diu, Muong, Nung, Mong, Thai, Raglai, Khmer, Tho, E De), ethnic minorities account for 76.9%. The commune has 4 relics, including 1 national relic, 1 provincial relic, 2 relics that have been inventoried and classified (not yet ranked). Accordingly, the locality always attaches importance to the work of preserving, restoring and promoting the value of cultural heritages in the area, architectural works, landscapes with traditional and typical cultural identity; connecting and contributing to the development of tourism to become a key economic sector.
The precious intangible cultural heritage of the ethnic groups in Ba Che commune has been preserved and promoted in the community of Vietnamese ethnic groups. There are 4 national intangible cultural heritages, including: The coming of age ceremony of the Dao Thanh Y; the crop praying ceremony of the San Chi; the art of sewing and decorating costumes of the Dao Thanh Phan; and the song co singing of the San Chi.
The commune constantly promotes and preserves the value of tangible cultural heritage (Mieu Ong - Mieu Ba relics; ancient porcelain kiln relics; Dao community cultural activity house); the value of intangible cultural heritage of some ethnic groups: Dao, San Chay (cap sac ceremony, antiphonal singing, soong co singing, traditional costumes, cuisine , wedding ceremony, traditional crafts, Mieu Ong - Mieu Ba Festival, Ban Vuong Festival, San Chay ethnic cultural festival...).
Coming up, from November 20 to 22 (ie from October 1 to 3 of the lunar calendar), Son Hai village, Ba Che commune will hold the Ban Vuong Festival 2025 with the theme "Returning to the origin - Preserving and promoting the cultural identity of the Dao ethnic group". The festival includes announcement ceremonies at Ban Vuong temple; reenacting the "cross-sea" journey of 12 clans on boats to a new land to settle down; offering gifts and special plants to the ancestor Ban Vuong at Ban Vuong temple and some typical rituals of the Dao ethnic group. During the festival, there will be folk song and dance performances, traditional costume performances, fire dancing performances and dramatization of some unique rituals and ceremonies in the Dao people's initiation ceremony...
Through the festival, we continue to concretize Resolution No. 17-NQ/TU (dated October 30, 2023) of the Provincial Party Executive Committee on building and promoting cultural values and human strength of Quang Ninh to become an endogenous resource, a driving force for rapid and sustainable development; Resolution of the 1st Commune Party Congress, term 2025-2030.

With the aim of preserving, embellishing and promoting the value of cultural identity through traditional costumes of ethnic groups in the whole commune, thereby raising the sense of responsibility in preserving and promoting the fine traditional values of their ethnic groups, from the end of July 2025, all staff and employees in Ba Che commune will wear traditional costumes of their ethnic groups to work on Mondays and at the flag-raising ceremonies at the beginning of the month.
Ba Che commune also synchronously builds a healthy, dynamic, creative, humane and progressive cultural environment. Fostering cultural and behavioral skills for leaders, secretaries, village chiefs, civil servants and public employees of agencies and units in the area; implementing public service culture and communication and behavioral standards of civil servants and public employees... 38/38 villages have been recognized by the People's Committee at the commune level for the convention. The new point in the convention is that the villages have concretized Resolution No. 17-NQ/TU (dated October 30, 2023) of the Provincial Party Executive Committee. This includes regulations on wearing ethnic costumes every week and on holidays, New Year's Eve and festivals; preserving the language of one's ethnic group; writing; restoring, preserving and promoting festivals, and good cultural identities of the ethnic group...
The investment in building cultural institutions has been implemented synchronously. Up to now, the commune has 1 cultural house, 1 stadium, 1 competition swimming pool, 3 smart swimming pools at schools, 1 multi-purpose sports training and competition house with 1,350 seats; 1 center for organizing cultural activities of ethnic groups (October 4 Square); 38/38 village cultural houses.
