
The propaganda content focuses on the provisions of Decree No. 14/2018/ND-CP dated January 23, 2018 on border trade activities; documents specifically regulating border residents, goods allowed to be bought, sold, exchanged, tax-free quotas and customs declaration procedures.
Accordingly, the authorities have distributed hundreds of leaflets; clearly popularized the concept of "border residents", including Vietnamese citizens with permanent residence in communes and wards bordering the border and people permitted by the police to reside in the border area. Residents are allowed to buy, sell and exchange goods produced in the two countries to serve consumption and production needs; at the same time, they must comply with the list of goods prescribed by the Ministry of Industry and Trade in Circular No. 02/2018/TT-BCT and Circular No. 34/2025/TT-BCT.
The Customs force also promoted the dissemination of regulations on tax exemption quotas according to Appendix V, Decree 134/2016/ND-CP: Border residents are exempt from tax with the value of goods not exceeding 2 million VND/person/day/trip and not more than 4 trips/month; the excess amount must pay full tax according to regulations. Residents when conducting trading and exchanging goods must declare according to the border resident import-export declaration form prescribed in Circular 80/2019/TT-BTC.

Since the beginning of the year, Mong Cai International Border Gate Customs has coordinated to organize 2 conferences to disseminate the law to nearly 200 border residents, distributed more than 500 leaflets on border trade policies and information warning about tricks to hide prohibited goods and drugs. The dissemination work has contributed to raising awareness, helping residents understand correctly, implement correctly and not assist in smuggling and illegal transportation of goods across the border.
