Building cultural residential areas: Adhering to criteria, attaching responsibilities

The number of households doing small business, self-employed, and retired officials accounts for a large proportion. Comrade Nguyen Van Bang, Secretary of the Party Cell of the A Lu residential group, said that among the standard groups, building a healthy cultural life is the most difficult to implement. Because the composition of the population in the residential group is very diverse, if families lose unity, affect security and order, and violate the law, this standard cannot be achieved. Therefore, the Party Cell always does a good job of propagating the criteria for building a cultural family through meetings and inter-family groups. It regularly organizes many cultural and artistic activities to create cohesion between families. Charitable and humanitarian activities are actively responded to by the people.

Recently, the residential group launched a campaign to support people affected by storms and floods. The residential group's leadership only needed to announce on the loudspeaker, and many party members and residents came to support. Many people with low incomes and meager salaries were also willing to support with large sums of money. Every year, the rate of cultural families in the residential group reached 95% or more. For many years, the A Lu residential group has been a bright spot in implementing the movement "All people unite to build a cultural life" in the province.

Thanks to the application of effective methods, over the past years, the rate of villages and residential groups in the province achieving the cultural title has been from 93-94%. This achievement comes from closely following the criteria, attaching responsibility, exemplary behavior of cadres and party members as well as the determination of the entire political system; the cooperation of each household.

In Hue Dong village, Dai Lai commune, the highlight in building a cultural village is helping each other develop the economy . The whole village has 756 households with nearly 2,400 people. The Party cell focuses on directing mass organizations and people to promote the transfer of science and technology, change the crop structure, and select high-value models for replication. In 2025 alone, the village's mass organizations have secured loans from the social policy bank for 165 members to develop the economy with an amount of more than 8 billion VND. The rate of cultural families in 2025 of the village reached 97.3%. Road, electricity, and cultural house projects have received active contributions and support from the people with an amount of billions of VND.

The province currently has 2,858 villages and residential groups. According to the Government's Decree 86/2023 on the framework of standards and procedures for the application for the title "Cultural Village and Residential Group", the recognition of cultural villages and residential groups is carried out according to 5 basic groups of standards, such as: Stable and developing economy; healthy and rich cultural and spiritual life; safe and friendly environment, clean and beautiful landscape; good compliance with the Party's guidelines, policies and laws of the State, actively participating in local emulation movements; solidarity, mutual assistance and mutual help in the community... Each group of standards specifies detailed criteria. Closely following the instructions of superiors, localities have specified by requiring residential areas to publicly announce a set of criteria for people to know and implement.

Set an example in work and make public comments.

The new point in the way of doing things in many localities is to closely link the responsibilities of the heads of Party committees and village leadership with specific criteria. Each Party cell secretary, village chief, and head of the Fatherland Front work committee has a quantitative part to do, such as: Mobilizing households to sign commitments; receiving feedback from people; coordinating with organizations to strive to complete difficult criteria... Many Party cells issue specialized resolutions, requiring Party members to take the lead in implementing village covenants, building cultural families, maintaining environmental hygiene, and participating in self-management models. The responsibilities of the Fatherland Front and organizations are also clearly defined. For example, the Women's Union implements the criteria for building "5 no, 3 clean" families; the Youth Union organizes the "Volunteer Saturday" model; the Veterans Association takes charge of self-managed security routes... The clear division of tasks helps each criterion not to be "left blank", avoiding generalities and formalities.

Studying in Muc village, Duong Huu commune - a highland commune with about 40% of ethnic minorities living, Mr. Nguyen Van Chi, Head of the Village Front Work Committee, said: In the past, many households were not aware of environmental protection, often throwing household waste on the streets and streams. Cadres, party members, and heads of organizations have actively propagated and mobilized people to strictly comply with regulations on environmental protection. Thanks to that, the landscape and living environment of the village are increasingly clean and fresh. Funerals and weddings are organized in a more civilized and economical manner. Exemplary families who do well are praised on the village loudspeaker to create a spreading effect. The process of evaluating cultural titles has all participants. "We compare each criterion to evaluate and give objective scores, and at the same time, widely solicit opinions from the people, demonstrating democracy," said Mr. Chi.

Mr. Nguyen Van Dap, Deputy Director of the Department of Culture, Sports and Tourism of Bac Ninh province, said: In order to innovate the assessment method and improve the quality of the titles, at the end of October 2025, the Department advised the Provincial People's Committee to issue a Decision regulating the standards, order, procedures, records and methods of assessment and awarding the titles of "Cultural Family", "Cultural Village, Residential Group", "Typical Commune, Ward" in the province. Accordingly, the awarding of the title "Cultural Village and Residential Group" is applied to villages and residential groups in mountainous communes or communes with special difficulties according to the Government's regulations that score 85 points or more. The remaining villages and residential groups score 90 points or more. The village head and residential group leader preside over and coordinate with the head of the front work committee and mass organizations at the same level to organize meetings to assess the level of achievement of the standards of the village and residential group. The People's Committee at the commune level organizes a meeting of the Emulation and Reward Council at the same level to evaluate and decide on the list of villages and residential groups eligible to be awarded the title...

Promoting the tradition of solidarity, along with systematic, creative, responsible and legal compliance, the movement to build cultural residential areas in localities across the province will continue to be promoted, creating a widespread influence. Thereby, contributing to the effective implementation of the movement "All people unite to build a cultural life", building the homeland of Bac Ninh to become more and more prosperous and civilized.
