Mr. Nguyen Minh Son, Director of the Department of Agriculture and Environment, said that in recent years, the agricultural sector of Quang Ninh has really transformed strongly towards ecological agriculture, modern countryside, civilized farmers, closely linked with the implementation of national target programs. In the 2021-2025 period alone, Quang Ninh's aquatic products have reduced exploitation and increased sustainable farming. Total aquaculture output reached 450,000 tons, 1.5 times higher than the previous period, with an average growth of 6.5% per year. The sustainable marine aquaculture planning has been completed, marine aquaculture cooperative models have been built, and environmentally friendly floating materials have been widely applied. Regarding forestry, Quang Ninh continues to effectively implement Resolution 19 of the Provincial Party Committee. The result is the planting of about 5,000 hectares of large timber forests, granting 30,800 hectares of FSC sustainable forest certification, maintaining forest cover at 45% despite having just experienced the historic storm No. 3 (Yagi), showing rapid forest recovery.

Quang Ninh has completed the national target program on new rural construction two years early at all three levels: province, district and commune. Dam Ha and Tien Yen (old) are proud to be the first two districts in the country to achieve this title. Binh Lieu (old), a mountainous, border, ethnic minority district, has become the first district in the country to meet the new rural standards according to the criteria for the 2021-2025 period.

Currently, Quang Ninh agriculture promotes the application of science and technology in production, forming concentrated production areas; the structure of crop and livestock varieties is transformed, many key agricultural products are certified, and the OCOP program is strongly developed. Vocational training is given attention, the rural labor structure is transformed, helping people not only get rich on their homeland but also master science, technology and the market.

Currently, Quang Ninh agriculture is being placed in a new context, bringing opportunities and challenges to the industry. Specific goals of the agricultural and environmental sectors have been set, which is to shift the rural economic structure towards a green, circular direction, associated with the construction of advanced, exemplary new rural areas rich in cultural identity. Develop high-tech agricultural and forestry areas, increase the value of OCOP products and key agricultural products. Make aquaculture a spearhead industry, build Quang Ninh into a northern aquatic center with a modern marine farming system, deep processing, and synchronous logistics. Develop sustainable, high-value forestry, focusing on large timber forests, forest canopy economy, ecotourism, participate in the carbon credit market, create sustainable livelihoods for ethnic minorities. Build a multi-purpose marine economy, turn Quang Ninh into a strong international marine economic center, associated with coastal economic zones, coastal cities and marine tourism areas. Prioritize seaport infrastructure, renewable energy, coastal industry, reorganize marine space in a scientific and harmonious manner, protect the environment and fishermen's livelihoods. Especially now, the agricultural and environmental sectors are determined to make breakthroughs in digital transformation, science and technology, innovation in industry management, administrative reform and digital economy in the agricultural sector.
