More than 12 hectares of rice fields in Duc Tho are difficult to produce due to lack of irrigation ditches.

(Baohatinh.vn) - Dozens of hectares of agricultural land in Tan Gioi field (Duc Tho, Ha Tinh) are at risk of water shortage due to the lack of irrigation canals, hindering cultivation and risking land waste.

More than 12 hectares of agricultural land in Tan Gioi field (located in Dai Nghia and Hung Dung villages) under the management of Yen Long Agricultural Cooperative (Duc Tho commune) are being severely affected when the irrigation canal system has not been restored after the construction of Duc Tho General Hospital Project. This situation has affected people's cultivation and there is a risk of not being able to cultivate in the upcoming spring crop.

According to research, in 2019, when the People's Committee of Duc Tho district reclaimed land to hand over to TTH Ha Tinh Joint Stock Company to implement the project, the People's Committee of Duc Yen commune (old) cleared the land and compensated the people for the cultivated land area. At that time, Yen Long Agricultural Cooperative had a 5 m wide, 200 m long residential road, along with an irrigation canal (located right next to the road) to ensure water supply for the entire production area.

By April 2025, the project officially started. Through on-site inspection of the area where the land had been handed over, the Cooperative discovered that the enterprise had dumped weathered soil onto a part of the rice field area outside the cleared area and had not yet completed the internal road as well as the irrigation canal system. This caused many rice fields to fall into a situation of having no water source for irrigation.

“We request that the company urgently clear the overlapping weathered land outside the project area and return the area to the people in time for the 2026 spring crop,” said Mr. Dinh Xuan Thanh, Director of Yen Long Cooperative.

In order to resume production, the cooperative and the people have proposed a plan to restore the irrigation canal: connecting from the old canal next to National Highway 8A, extending about 70 m with dimensions of 50 cm x 70 cm, then turning to the South for about 350 m with dimensions of 40 cm x 60 cm. However, up to now, this plan has not been implemented by the investor.

Many households expressed concern as the harvest season approached. “My family has a field right next to the construction site. Without a water channel, we cannot cultivate. If the construction unit does not build the channel in time, we will definitely miss the next spring crop,” said Mr. Dinh The Hung, Hung Dung village.

Regarding the incident, on November 10, 2025, the People's Committee of Duc Tho commune received feedback from Yen Long Agricultural Cooperative and people of Dai Nghia and Hung Dung villages about the situation of weathered land encroaching on fields and the delay in returning ditches and roads in the fields. The People's Committee of the commune issued Document No. 1376/UBND-KT requesting TTH Ha Tinh Joint Stock Company to coordinate with the locality and the Cooperative to promptly return the items as committed, ensuring uninterrupted production.

The first section connects from the old canal next to National Highway 8A to the West, about 70 m long, with a canal bed of 50 cm and a height of 70 cm. The second section continues from section 1 to the end of the project land in the West, about 350 m long, with a canal bed of 40 cm and a height of 60 cm. However, in the past month, the investor and the construction unit have not yet made any implementation moves.

The Duc Tho General Hospital Project has compensated 31,408 m² of agricultural land. However, after 6 years, many areas not subject to recovery are still affected by weathered waste soil; the ditches and internal roads - essential works for production - have not been repaired to date.

Spring planting time is approaching. If the irrigation system is not restored in time, more than 12 hectares of agricultural land in Tan Gioi field may be abandoned, leading to the risk of crop loss and affecting the livelihoods of dozens of households. People and cooperatives hope that investors and authorities will soon take more drastic measures to ensure legitimate rights and stable production for farmers.

If the above problems continue, the investor does not return the canal system and internal roads and continues to use the area outside the compensated area, then more than 12 hectares of agricultural land in Duc Tho commune will be forced to be abandoned in the next production season.

This means that many households in Dai Nghia and Hung Dung villages are at risk of losing their livelihoods, pushing the already difficult agricultural life into a deadlock. Local people are waiting for a clear and decisive move from the investor and the government before the crop season begins because if there is any further delay, the damage will not only be on the dry fields, but also directly affect the welfare of the entire community.

Mr. Le Trung Dung - Vice Chairman of Duc Tho Commune People's Committee said that people and voters have repeatedly reported that the Duc Tho General Hospital Project during the construction process has filled up the water channel, directly affecting agricultural production of some surrounding land areas. On that basis, the local government has sent a document requesting the investor to fix the problem and the enterprise has also committed to doing so to ensure that people have time to produce before the harvest season. However, up to now, the progress of the construction unit is still very slow, causing these problems to not be resolved.

The Duc Tho General Hospital project has compensated 31,408 m² of agricultural land. Up to now, after 6 years, many areas not covered by compensation are still being filled, the canal system and internal roads are still not being returned as committed by the investor.
