Urging progress of resettlement areas of the North-South high-speed railway project

(Baohatinh.vn) - Ha Tinh has completed the approval of planning for 31/35 resettlement areas serving the North-South high-speed railway project; of which 1 area is under construction, 30 areas are developing design documents.

The North-South high-speed railway project passes through 23 communes and wards with a length of about 103.42 km. To implement the project, Ha Tinh is expected to reclaim over 764 hectares of land, affecting about 1,800 households, of which nearly 1,300 households must be relocated, and more than 4,000 graves and many other works and technical infrastructure must be exhumed.

Ha Tinh held meetings on the high-speed railway project on the North-South axis to discuss site clearance work.

Mr. Nguyen Van Mai - Head of Construction Management Department, Ha Tinh Department of Construction said: "According to Resolution No. 106/NQ-CP dated April 23, 2025 of the Government on the Implementation Plan of the North-South High-Speed ​​Railway Project, it is expected that from March 2026 to December 2026, the field markers will be handed over to the localities. Currently, the localities are carrying out the task of preparing for the site clearance work of the North-South High-Speed ​​Railway project on the basis of the preliminary boundary of the project's pre-feasibility study".

According to the special mechanism, the project is implemented before the resettlement areas according to the preliminary boundaries of the project's pre-feasibility study. Therefore, at this time, the relevant localities, departments and branches are focusing on planning and constructing resettlement areas. Accordingly, Ha Tinh plans to build 35 resettlement areas in 18 communes and wards. The province strives to basically complete before June 2026 to hand over at least 80% of the site for the project before December 2026 and hand over the entire site before December 2027, meeting the general progress requirements of the Government.

Thach Ha Commune announced and publicly posted the master plan of the resettlement area of ​​Lang Nam rice fields.

In Thach Ha commune, after a period of focusing on planning, the resettlement area of ​​Lang Nam in village 14 has been approved. Recently, the locality has organized the announcement and public posting of the master plan of the resettlement area with a total area of ​​nearly 1.9 hectares.

Mr. Le Van Thuan - Vice Chairman of Thach Ha Commune People's Committee said: "According to the route map, the North - South high-speed railway project affects 23 households and 1 cemetery with about 500 graves that must be relocated. Currently, the locality has announced and publicly posted the resettlement area plan. Along with that, we also established working groups to directly visit households to grasp the thoughts and aspirations of households affected by the project for propaganda and mobilization."

Ha Huy Tap Ward speeds up construction progress of Lien Vinh resettlement area.

Not only Thach Ha commune, at this time, Ha Huy Tap ward is also focusing on the construction of Lien Vinh residential area. This is the first location out of 35 resettlement areas of the high-speed railway project on the North-South axis through Ha Tinh province to be implemented. After more than 2 months of construction, the contractor has completed more than 30% of the volume.

Mr. Vo Manh Duong - Deputy Director of Tan Hai Son Construction Joint Stock Company (Thanh Sen Ward) said: "We are focusing on preparing machinery and human resources on the road so that when the weather is favorable, we can focus on overtime and increase construction shifts. The company strives to complete about 70% of the contract volume and value by the end of the year and put it into use by the end of March 2026, meeting the site clearance work for the high-speed railway project on the North - South axis."

According to statistics from the Department of Construction, up to now, Ha Tinh has completed the approval of detailed planning/approved the master plan in 31/35 resettlement areas. Of the 31 resettlement areas with planning, 1 is under construction, the remaining 30 are conducting surveys and preparing design documents.

It is known that in the past time, the Department of Construction of Ha Tinh has promptly issued guiding documents and regularly urged the implementation of the construction of resettlement areas for the high-speed railway project on the North-South axis. However, up to now, except for the resettlement area in Lien Vinh residential area, Ha Huy Tap ward, which is being implemented on schedule, the remaining resettlement areas have not been ensured according to the province's plan (according to the plan, in October 2025, Ha Tinh will simultaneously start construction of 35 resettlement areas for the high-speed railway project - PV).

The implementation of resettlement areas for the project is not only a prerequisite to ensure the progress of the high-speed railway on the North-South axis but also contributes to stabilizing the lives of people after relocation. In many documents and meetings, the Department of Construction of Ha Tinh requested communes and wards to focus on accelerating the construction progress of resettlement areas for the North-South high-speed railway project. Accordingly, immediately after the planning is approved, localities need to urgently select consulting units to organize surveys, prepare feasibility study reports or economic -technical reports; at the same time, complete documents and procedures on land to implement compensation and site clearance for resettlement areas, ensuring sufficient conditions to start construction when completing investment procedures according to regulations.
