
The Ministry of Construction has just announced the adjustment of the Railway Network Planning for the 2021-2030 period, with a vision to 2050, according to Decision No. 2404/QD-TTg dated October 29, 2025 of the Prime Minister.
Accordingly, the railway network planning adjusts the investment roadmap for new railway construction in both phases before and after 2030 for 11 routes including: Lao Cai - Hanoi - Hai Phong; Bien Hoa - Vung Tau; Hanoi - Dong Dang; Ho Chi Minh City - Loc Ninh; Ho Chi Minh City - Can Tho - Ca Mau; Vung Ang - Mu Gia; Thap Cham - Da Lat; Hai Phong - Ha Long - Mong Cai; Eastern beltway of Hanoi city, Ngoc Hoi - Kim Son section; An Binh - Saigon (Hoa Hung) - Tan Kien; high-speed railway on the North-South axis.
The period before 2030 is oriented to invest in the Hanoi-Quang Ninh high-speed railway line. The period after 2030 is oriented to invest in 2 lines including: Da Nang -Kon Tum -Gia Lai-Dak Lak-Dak Nong-Binh Phuoc; The Western beltway of Hanoi city, Ngoc Hoi-Thach Loi section.
This planning also adjusted not to include the Thu Thiem-Long Thanh route in the planning and converted it into an urban railway; assigned Ho Chi Minh City and Dong Nai province to update the provincial planning and related planning.
In addition, the planning also adds the An Binh-Sai Gon (Hoa Hung)-Tan Kien railway line; adds a connection with the Chinese railway at Mong Cai border gate via the Hai Phong-Ha Long-Mong Cai railway line; and connects with Cambodia at Moc Bai border gate via the Ho Chi Minh City-Tay Ninh railway line.
According to the Ministry of Construction, the railway network planning also supplements the connection of urban areas and major traffic hubs in the key areas of Hanoi, Ho Chi Minh City, and Da Nang; adjusts the direction of railway connection with Nghi Son seaport (Thanh Hoa), Hiep Phuoc (Ho Chi Minh City), Tan Son Nhat International Airport (Ho Chi Minh City), Long Thanh International Airport (Dong Nai), Hanoi's second international airport, Gia Binh International Airport, Van Lam dry port (Hung Yen), Gia Binh (Bac Ninh).
