The adjustment of the 1/5000 scale zoning plan for subdivision C4 helps to remove difficulties for many real estate projects, including Novaland 's Aqua City project.
Dong Nai Provincial People's Committee has just issued Decision No. 1746/QD-UBND approving the local adjustment of the 1/5000 scale zoning plan of subdivision C4 under the general planning of Bien Hoa city. The scope of adjustment is in Long Hung commune and part of Tam Phuoc ward, Bien Hoa city.
According to the decision, the expected population size of subdivision C4 is adjusted to increase to about 140,000 people. On that basis, many technical indicators and land use functions in the area are adjusted to suit the urban development orientation of the province.
Adjusting land use scale and urban space function
After adjustment, the total area of the subdivision remains at 1,500 hectares, of which residential land accounts for about 60.87% (nearly 911 hectares), urban public service land accounts for about 11.54%, green land accounts for about 12.34% and urban traffic land accounts for more than 15%.
Some notable adjustments include: Adding high-rise residential land area and reducing low-rise residential land; Adjusting the location and boundaries of functional areas such as trade services,education , healthcare, green parks, public works in urban areas of Long Hung, Waterfront, Aqua City and Cu Lao Phuoc Hung; Adding two high-rise residential land locations to prioritize social housing development; Adjusting the direction of the bridge route through Cu Lao Phuoc Hung.
The decision also adjusts the total maximum building height in the area to 110 meters, in accordance with the clearance height agreement of the specialized agency. In particular, high-rise residential areas are from 15 to 25 floors, low-rise residential areas are from 2 to 6 floors.
Regarding technical infrastructure, planning the road network in the area with a road width of 12 to 22 meters; arranging underground parking lots in parks and squares with a target of 2.5 m²/person; planning technical preparation of construction foundation to ensure minimum ground elevation, serving drainage and creating riverside landscape.
Power supply is ensured from Long Hung 110kV transformer stations, with a capacity of 2x63MVA, through the main 22kV lines along Long Hung - Phuoc Tan road. In addition, the orientation is to build public underground spaces in functional areas to arrange technical infrastructure, parking lots, commercial centers, urban services... with a maximum scale of 3 basements for suitable projects.
This Decision takes effect from the date of signing and is the legal basis for competent authorities and investors to implement the next steps of the urban development process in the C4 subdivision area. The unadjusted contents will continue to be implemented according to Decision No. 2916/QD-UBND dated September 12, 2016 of the Dong Nai Provincial People's Committee.
Subdivision C4 of Bien Hoa City’s general planning covers an area of about 1,500 hectares. In recent times, in this subdivision, investors have implemented projects such as: Long Hung residential area project, Dong Nai WaterFront urban area, Aqua City urban area, Phuoc Hung island high-end commercial service urban area, etc.
However, at the time of approval of the general planning and the C4 subdivision planning, the detailed planning documents of 1/500 scale of previously approved projects had not been fully updated, leading to inconsistencies and differences between the planning at all levels. Due to these differences, many projects had to temporarily suspend construction and business implementation.
Therefore, the above Decision is an important legal step to resolve many projects of many enterprises; ensure the synchronization of the next planning levels, paving the way for the completion of the adjustment of the detailed planning 1/500 of the urban area projects Long Hung, Waterfront, Aqua City, Cu Lao Phuoc Hung....
