This is one of the tax management model conversion campaigns that attracts the attention of individuals and business households because in addition to the new regulations directly affecting individuals and business households in the process of daily business operations, this is also the determination of the entire political system to substantially convert the tax management model from the lump-sum method to declaration for business households according to the guidance of the Tax Administration Law No. 38/2019/QH14 of the National Assembly; Resolution No. 68-NQ/TW of the Politburo on private economic development and Resolution No. 198/2025/QH15 of the National Assembly on a number of special mechanisms and policies for private economic development.
60 days to popularize tax management methods to business households
Immediately after the Tax Department announced the 60-day peak campaign, Dong Nai Provincial Tax Department quickly deployed plans to implement the campaign to individuals and business households in the province. After the first days of implementation, the tax offices received great attention from individuals and business households.
With the goal of propagating and supporting business households and individuals in the province to understand, agree and voluntarily convert from lump-sum tax to declared tax or transfer to enterprises, while improving the efficiency of tax management, ensuring transparency and publicity in tax declaration and payment of business households, the tax sector has combined propaganda on State policies and regulations and introduced tax management model conversion solution providers so that business households can connect, learn and get direct answers when they have questions.

The 3rd Tax Department is managing the largest number of business households in the province with over 13,000 households in 11 communes and wards, including the wards of Bien Hoa, Tran Bien, Tam Hiep, Long Binh, Trang Dai, Ho Nai, Long Hung, Phuoc Tan, Tam Phuoc, Tan Trieu and the communes of Phu Ly, Tri An, Tan An. Due to the characteristics of the central area of the province and the high urban density, as soon as there were policies and guidelines on tax management transformation, the 3rd Tax Department deployed them to the business households.
Mr. Le Huu Nghia, Head of Tax Department 3, said: To complete the 60-day peak campaign, Tax Department 3 is continuing to deploy training sessions as well as guidance at locations in communes and wards. At the training conferences, the tax sector received hundreds of questions related to problems and difficulties in implementing the Project on Transforming the model and method of tax management for business households when eliminating lump-sum tax of the tax sector. All questions were answered by tax officers right at the conference. During the 60 peak days, Tax Department 3 will continue to focus on propaganda, guidance, and ensuring that 100% of business households implement the conversion to the new tax management model.

As a tax base with many sparsely populated areas, the business households are not close to each other, so the propaganda and guidance work for business households to convert to the new tax management model at Tax Base 9 is somewhat difficult. With more than 3,900 business households operating in 9 communes: Loc Thanh, Loc Thanh, Loc Ninh, Loc Hung, Loc Quang, Tan Tien, Thien Hung, Hung Phuoc. According to Head of Tax Base 9 Nguyen Van Luan, to implement the 60-day peak campaign, in addition to concentrated training sessions, Tax Base 9 will allocate tax officers to each area to guide business households to convert lump-sum tax to declared tax.
In addition to direct implementation, Base Tax 9 also connects with localities, multi-channel media such as: radio stations, electronic information pages and social networking sites of communes, villages, hamlets (Facebook, Zalo...), through diverse forms such as: instructional clips, news, articles, leaflets... to ensure effectiveness, suitability for each industry, profession, scale, and characteristics of business households.
Attracting the attention of business households
Over the past decades, the individual household business sector has become one of the important pillars of the Vietnamese economy , contributing to job creation, livelihood maintenance and promoting local commercial vitality. With the characteristics of being the economic sector closest to the people with many diverse industries and fields of operation, the individual household business sector clearly reflects the spirit of autonomy and legitimate aspiration to get rich of the Vietnamese people. Therefore, the conversion of the tax management model is necessary to protect the rights, transparency and legality of household businesses, so it is of interest to many household businesses.

As a rice trader in Phu Rieng commune, Ms. Tran Thi Tam, owner of a household business, said: Through the press and social media channels, she learned that the tax industry is implementing a change in tax management methods for household businesses, which makes her worried. This year, she is over 60 years old, and all tax payments have been done monthly. However, when she heard the news that the new method of registration and tax payment requires people to use machines and electronic devices, she was quite worried because she was afraid that if she did not know and did not pay taxes on time, she would be in violation.
Ms. Tam shared: “After a session of listening to the tax officer’s explanation and guidance, I felt somewhat reassured. However, I am still not confident when the policy is officially implemented. I hope to continue to receive further guidance from the tax officer to practice better.”
Sharing the same concerns, Ms. Nguyen Thi Thu, owner of a restaurant in Tan Trieu ward, Dong Nai province, said: "I am looking for food suppliers with invoices and documents to carry out tax management conversion in early 2026. Although there are still many issues to be resolved, I hope that with the help of tax officials, I will be able to meet the requirements, continue to operate my business with peace of mind and comply with the tax regulations set forth."
Sharing about the implementation of the 60-day peak campaign, Head of Dong Nai Province Tax Nguyen Toan Thang said: Dong Nai Province Tax has directed 10 basic tax units in the province to develop a specific implementation plan for each group, each cadre and civil servant to ensure the motto of "going to every alley, knocking on every household", ensuring that 100% of business households receive support from the tax authority on the content of conversion; declaration method, and conversion from business households into enterprises... During the training process at the basic tax units, Dong Nai Province Tax requires ensuring that 100% of business households carry out tax procedures electronically in a convenient and easy manner.
In 2025, Dong Nai Provincial Tax Department must complete the task of collecting state budget revenue from the HKD sector of over 1.1 trillion VND (excluding the revenue from e-commerce activities). By the end of October 2025, the total budget revenue from HKD is over 835 billion VND, reaching over 75% of the 2025 collection task.
