At the workshop, representatives of relevant units presented reports on the management and development of e-commerce activities in Vietnam in recent times, existing problems, limitations and solutions through perfecting the legal framework in the draft Law on E-commerce; and discussed the responsibilities of entities participating in e-commerce activities in Vietnam.
Units and associations also presented papers on the current status of regulations on tax obligations of entities participating in e-commerce activities; the tax management situation of state management agencies for entities participating in e-commerce activities; papers on enterprises providing e-commerce support services and proposed solutions to improve the law in the draft Law on E-commerce...

Speaking at the workshop, Member of the Party Central Committee, Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai emphasized that perfecting the law on e-commerce is an urgent requirement to meet the practical needs of improving the investment and business environment. At the same time, creating an open and flexible space for economic entities participating in e-commerce activities in Vietnam to develop, innovate, and compete fairly in accordance with the law; as well as ensuring the legitimate and legal rights of consumers and businesses, ensuring the rights and interests of related parties, in accordance with the specific nature of e-commerce and the general development trend of the world .
The draft Law on E-commerce includes 8 chapters and 50 articles, focusing on major contents such as: regulations on types of e-commerce platforms and responsibilities of entities participating in e-commerce activities on e-commerce platforms...

Previously, in early July 2025, the People's Committee of Dong Nai province sent a document to the Ministry of Industry and Trade to provide comments on the draft Law on E-commerce. In particular, the People's Committee of the province highly agreed with the assessment of the Ministry of Industry and Trade on the necessity of developing the Law on E-commerce. Upgrading the legal framework from a decree to a law is an inevitable step, in line with the national digital economic development strategy to 2025, with a vision to 2030; at the same time, overcoming legal gaps, protecting the rights of consumers and creating a strong driving force for sustainable e-commerce development.
