TRANSITION FROM AGRICULTURAL PRODUCTION TO AGRICULTURAL ECONOMY
Continuing to create leverage in implementing the Agricultural Restructuring Project, Dong Thap has provided support policies, integrating projects and programs that have a great impact on the transformation of the province's agricultural economy. Currently, the whole province has 333 agricultural processing enterprises, of which 49 are processing agricultural products for export. The export turnover of processed agricultural products in the period of 2021-2024 is estimated at 4,681.15 million USD, an average growth of 9.21%. Dong Thap's agricultural products are developing strongly, present in more than 150 countries and territories around the world . More than 150 products of the province are present in major distribution systems across the country. For OCOP products, 379/581 OCOP products of the province are traded on reputable e-commerce platforms such as: Shopee, Lazada, Tiki...
Rice and frozen seafood are two main export items, accounting for more than 80% of the province's export turnover. In particular, the rice export industry in the period of 2021 - 2024 increased by 40.58%, exported to 36 countries . Pangasius and pangasius-processed products are exported by enterprises to more than 90 countries and territories around the world. Mango products are not only available in domestic supermarket systems and distributors but also reach demanding markets such as Russia, China, Japan, Korea, EU... Lotus products are diversified with about 500 items, favored by domestic and foreign markets.
Taking science and technology as a lever in agricultural development, in the period of 2021 - 2024, the province will carry out 67 science and technology tasks, of which 26 tasks contribute to the implementation of the Agricultural Restructuring Project . These tasks have a positive impact on improving the quality of 5 key industries and some potential industries of the province. Up to now, Dong Thap has successfully established 1 geographical indication, 28 certified brands, 4 collective brands serving production and business, promoting local image and 8 other certified brands, bearing place names serving tourism, building local image.
According to Dr. Tran Minh Hai - School of Public Policy and Rural Development, Dong Thap is the leading province in developing the collective economy in the Mekong Delta region. With comparative advantages in this region, Dong Thap has a model of the Association Hall that demonstrates the thinking of agricultural production to agricultural economy of farmers when applying science, technology, building growing area codes, private labels for agricultural products associated with traceability...
Digital transformation of the agricultural sector in the province has changed dramatically. Administrative procedures under the management of the agricultural sector are eligible to be provided as online public services at level 4, estimated to reach 97% by the end of 2024 (exceeding the target of 80% of the Project). To date, the database on agricultural production and rural development at all management levels has been digitized, reaching 100% (exceeding the target of 50% of the Project).
According to the Provincial People's Committee, the progress of implementing the main targets of the Agricultural Restructuring Project for the 2021-2025 period is estimated to have reached and exceeded the set progress of 17/18 targets. Notably, the province's 5 key industries in implementing the Agricultural Restructuring Project have all achieved impressive results. In 2024, the rice industry has an estimated production value of 17,572 billion VND, an increase of 11.8% compared to 2020. The mango industry has an estimated production value of 2,573 billion VND for the whole year, an increase of nearly 33.6% compared to 2020. The production value of the flower and ornamental plant industry in 2024 is estimated at 5,251 billion VND, an increase of nearly 12.8% compared to 2020. The production value of the pangasius industry is estimated at 8,800 billion VND, an increase of 18.63% compared to 2020. The lotus industry has an estimated production value of over 39,168 billion VND by the end of the year, an increase of 188% compared to 2020.
Chairman of Dong Thap Provincial People's Committee Pham Thien Nghia said that after nearly 10 years of implementing the Project on restructuring the agricultural sector, the province has achieved many positive results, especially in shifting from the mindset of "agricultural production" to "agricultural economy". With those results, Dong Thap continues to pioneer in researching and developing the overall Project "Building Dong Thap to become a pioneering and model province in ecological agriculture, modern rural areas, and civilized farmers". This project integrates the content of TCCNN in a new direction, strongly developing the value chain of the industry, applying circular economy, green economy, digital transformation to create a sustainable, transparent, responsible and climate change-adaptive ecological agriculture associated with modern rural development and civilized farmers.

ECOLOGICAL AGRICULTURE, MODERN RURAL AREA AND CIVILIZED FARMERS
Mr. Tran Cong Thang - Director of the Institute of Policy and Strategy for Agricultural and Rural Development shared that after 10 years of implementing TCCNN, Dong Thap has made many breakthroughs. In particular, it has successfully built specialized areas, increased the scale of value chain production for 5 key products with high efficiency, transformed agricultural production according to agricultural economy, and promoted the application of science and technology in building modern production models. This result is considered the "backbone" when Dong Thap continues to comprehensively develop ecological agriculture, modern countryside and civilized farmers. With this initiative, Dong Thap will continue to write the pioneering story on the journey of developing "three agricultures" more comprehensively.
From the experts' perspective, to create momentum for the development of strategic industries, Dong Thap needs to focus on maximizing comparative advantages. According to Mr. Le Thanh Tung - Deputy Director of the Department of Crop Production, for rice, the province has two advantages: the Project "Sustainable development of 1 million hectares of high-quality and low-emission rice cultivation associated with green growth in the Mekong Delta region by 2030" and the Project on restructuring the agricultural sector. Accordingly, Dong Thap needs to continue to build raw material areas that meet the standards of granting growing area codes, applying many advanced models in cultivation to both meet the consumption linkage needs of businesses and help farmers increase their income and protect the environment. For fruit trees, Dong Thap continues to form concentrated raw material areas, ensuring food safety products. In particular, Dong Thap needs to promote the advantage of being the "tropical flower capital" of the Mekong Delta region, in which it deeply exploits the production of ornamental flowers associated with tourism development from a creative perspective to create a breakthrough.
Accompanying Dong Thap province's TCCNN since the early years, former Minister of Agriculture and Rural Development Cao Duc Phat welcomed Dong Thap's pioneering spirit in implementing TCCNN and implementing the Party's policy with the overall project "Building Dong Thap to become a pioneering, model province in ecological agriculture, modern countryside, civilized farmers". Accordingly, when building the "Tam Nong" project, it is necessary to be consistent with the general trend of the whole country and must have the uniqueness of Dong Thap. Currently, the product lines implementing TCCNN of the province are the selection of history carrying great value. Therefore, Dong Thap needs to develop sustainable product lines with effective technical packages and instructions to support farmers in applying synchronous scientific and technical advances, fully exploiting by-products, promoting processing to create differences and high recognition of Dong Thap through products.
Finding opportunities from hardship, Dong Thap awakens the province's agricultural economy to a new page with TTCNN. Dong Thap considers this result as just the starting point to continue with the "Tam Nong" Project to build a prosperous homeland of the Land of Pink Lotus, joining the country in entering the era of the Vietnamese people's rise...
