Lao Cai - Vinh Yen 500kV transmission line project: Striving to complete site handover in May 2025

Deputy Minister of Industry and Trade Nguyen Hoang Long chaired an online meeting on the implementation status of the Lao Cai - Vinh Yen 500 kV Transmission Line Project.

On May 21, Deputy Minister of Industry and Trade Nguyen Hoang Long, Standing Member of the State Steering Committee for important national programs, works and projects of the energy sector, chaired an online meeting on the implementation status of the Lao Cai - Vinh Yen 500 kV Transmission Line Project.

According to EVN's report, currently, compensation and site clearance work has been actively implemented under the direction of the Government . Specifically, the handover of 468/468 sites has been completed; contractors have basically completed the opening of public roads, are urgently implementing simultaneous excavation and foundation casting and starting to erect poles.

EVN has actively implemented the tasks assigned by the Government and the conclusions of the direction of the Minister of Industry and Trade such as: Coordinating with localities to complete compensation and site clearance documents, paying money and mobilizing people to support the project, handing over the site; completing the contractor selection (LCNT) for the remaining packages, requiring contractors to increase human resources, materials, and equipment for simultaneous construction, and taking measures to ensure safety and environmental sanitation during the construction process.

At the meeting, EVN leaders proposed to the Ministry of Industry and Trade and the People's Committees of the provinces a number of tasks to speed up the project's implementation progress, such as: The Ministry of Industry and Trade coordinates with partners and supporting units to facilitate quick customs clearance for project equipment and materials shipments; People's Committees of localities where the project passes through pay attention to and direct relevant agencies to thoroughly resolve problems in compensation, site clearance, and stabilize people's lives so that the project can soon meet safety conditions to be put into operation.

After listening to EVN's report, Deputy Minister Nguyen Hoang Long highly appreciated the efforts of ministries, branches, localities and EVN in urgently implementing and drastically removing difficulties and obstacles, so the project has achieved certain results.

In the coming time, to ensure the project progress is implemented according to the set goals, Deputy Minister Nguyen Hoang Long requested the People's Committees of localities to resolutely direct the implementation of site clearance and support investors during the construction process; strengthen propaganda and mobilization work so that people in the project area agree, support and create favorable conditions for site handover as well as construction work.

Localities direct the People's Committees of districts to thoroughly handle any problems arising during the project implementation process and support investors in negotiating access roads for construction. At the same time, urgently complete procedures for compensation and site clearance, hand over the entire corridor to investors in May 2025; propagate and mobilize households to collect trees in the corridor, complete in May 2025 to organize wire pulling construction.

In addition, direct the Departments of Agriculture and Environment to promptly approve plans for exploiting and harvesting forest products, creating favorable conditions for investors and contractors to carry out construction; relevant units promptly approve specific land prices for the scope of column foundations and route corridors, as a basis for implementing procedures on compensation and site clearance.

Regarding EVN, Deputy Minister Nguyen Hoang Long requested to continue to coordinate with localities to complete documents and procedures related to compensation and site clearance. EVN needs to request contractors/construction units to increase human resources, materials, and equipment to promptly start construction as soon as the site is available and construction conditions are met.

At the same time, take advantage of the current good weather conditions to speed up the construction progress at the construction site, while paying attention to the fluctuating weather conditions and heavy rain in the coming time to have a reasonable and effective construction plan, ensuring progress and absolute safety; closely monitor the progress of steel column supply, ensure synchronization with the column foundation construction progress so that the column erection can be carried out as soon as the foundation locations are completed; coordinate with localities to continue to strengthen propaganda and mobilize people to support the work of compensation for site clearance and temporary road opening for construction.

The Lao Cai - Vinh Yen 500kV transmission line project is a national key project that has been approved by the Prime Minister for investment, with EVN as the investor and Power Project Management Board 1 as the investor representative. This is a 500kV double-circuit transmission line project with a total length of 229.5 km, with a total of 468 pole foundation locations. The project passes through 4 provinces including Lao Cai, Yen Bai, Phu Tho and Vinh Phuc, with the starting point being the Lao Cai 500kV station and the ending point being the Vinh Yen 500kV station. The project has a total investment of more than 7,410 billion VND.
