(Chinhphu.vn) - During 3 days, from May 19 to 21, the Working Groups of the Prime Minister and the Government Inspectorate had a working session with localities on the content of inspection and review of the settlement of complicated and prolonged complaints and denunciations.

These activities are within the framework of implementing the conclusions of General Secretary To Lam, Decision No. 44/QD-TTG of the Prime Minister dated March 28, 2025 and Plan No. 96/KH-TTCP dated March 28, 2025 of the Government Inspectorate (Plan 96).

Resolve prolonged complaints and denunciations before June 30

According to Government Inspector General Doan Hong Phong, the Government Inspectorate has mobilized all civil servants of the 3 local Departments, the Central Citizen Reception Committee and a number of units to directly organize Working Groups to all localities to urge, inspect and guide localities to review each case.

Accordingly, the Government Inspectorate has established 3 working groups led by 3 Deputy Inspectors General of the Government to inspect, urge, direct handling and resolution.

The Government Inspector General emphasized that localities are responsible for reviewing and thoroughly handling prolonged complaints and denunciations before June 30, 2025 to implement the General Secretary's conclusion and the Prime Minister's plan.

From April 2025 to present, with the spirit of urgent and drastic work, the working groups of the Government Inspectorate have conducted many working sessions in localities. Thereby, they have inspected, reviewed and proposed specific solutions for each case to completely resolve the long-standing complaints and denunciations according to the direction of General Secretary To Lam, Decision No. 44/QD-TTg of the Prime Minister and Plan 96 of the Government Inspectorate.

On May 19, the Government Inspectorate's Working Group No. 1, led by Deputy Inspector General Duong Quoc Huy, worked with Lang Son province. On May 20, the Prime Minister's Working Group, led by Inspector General Doan Hong Phong, Permanent Deputy Head of the Working Group, worked with Gia Lai, Kon Tum, and Lam Dong provinces.

On May 21, Working Group No. 2 of the Government Inspectorate, led by Deputy Inspector General Le Tien Dat, worked with Dak Nong province.

Speed ​​up the handling of long-standing complaints and denunciations in Gia Lai and Kon Tum provinces.

Working with Gia Lai and Kon Tum, Government Inspector General Doan Hong Phong, Permanent Deputy Head of the Prime Minister's Working Group, acknowledged and highly appreciated the initiative and seriousness of the two provinces in implementing the Central Government's direction.

After being guided and urged by the Government Inspectorate, the Gia Lai and Kon Tum Provincial Party Committees issued a decision to establish a Working Group in accordance with the direction of the General Secretary and the plan of the Prime Minister.

In particular, the Provincial Party Secretary was the Team Leader, directly directing the review, classification and handling of complicated and prolonged complaints and denunciations. Thanks to that, many cases were speeded up in processing.

Government Inspector General Doan Hong Phong requested the Provincial Party Committee and People's Committee of Gia Lai and Kon Tum provinces to continue to strengthen leadership and direction in receiving citizens, handling complaints and denunciations, especially for prolonged cases and other cases in the area.

The Government Inspector General emphasized that localities need to synchronously implement many measures to thoroughly resolve cases in the locality in the list of long-standing complaints and denunciations, ensuring thorough resolution right at the grassroots level, not allowing the cases to become complicated and become "hot spots" for complaints and denunciations.

At the same time, step up propaganda and mobilize people to comply with the law, comply with the legal, reasonable and emotional settlement results of competent agencies. During the implementation process, if there are any problems with policies and mechanisms, recommendations and proposals should be made for the Government Inspectorate to synthesize and report to the General Secretary and Prime Minister.

Along with that, direct the competent authorities to grasp the situation of complaints and denunciations in the area, take timely measures to handle complicated situations that arise to ensure security and order, serve the Party Congresses at all levels and implement the arrangement and merger of provincial-level administrative units and the 2-level local government model in the coming time.

Reporting to the Prime Minister's Working Group, Chairman of Lam Dong Provincial People's Committee Tran Hong Thai said that the Provincial Party Committee, Provincial People's Committee, departments and branches of Lam Dong have closely coordinated with Working Group No. 2 of the Government Inspectorate in inspecting, reviewing, handling and resolving cases in the area.

The provincial working group has collected and classified files and documents, and requested specialized agencies to clarify each remaining content. As a result, many cases have been resolved and handled in accordance with legal regulations and practical situations.

The incidents in Lam Dong province have been focused on and thoroughly resolved by local leaders to ensure the rights and interests of the people as well as stabilize political security and social order and safety in the area.

On behalf of the Prime Minister's Working Group, Government Inspector General Doan Hong Phong highly appreciated the political determination and strong spirit of engagement of Lam Dong province's leaders.

The Government Inspector General emphasized that in the context that the locality is carrying out many key tasks of arranging and merging provinces and implementing a two-level government model, Lam Dong province still devotes resources and time to thoroughly handle outstanding complaints and denunciations, demonstrating a receptiveness and high responsibility towards the Party, State and People.

For cases in the list directed by the Prime Minister's Working Group to inspect and review, Working Group No. 2 of the Government Inspectorate worked specifically with the Provincial People's Committee and related units to agree on a handling direction.

Notably, a number of cases have been resolved with a resolution plan agreed upon and a notice has been issued to terminate the resolution in accordance with legal procedures.

Government Inspector General Doan Hong Phong emphasized that the Lam Dong Provincial Party Committee and People's Committee need to continue to strengthen leadership and direction in receiving citizens, handling complaints and denunciations; and synchronously implement measures to thoroughly resolve cases in the locality in the list of long-standing complaints and denunciations.

Lang Son: Have a specific plan for the case to be reviewed and resolved before May 31

In Lang Son province, Provincial Party Secretary Hoang Van Nghiem said that for cases that need to be inspected, reviewed, and handled, Lang Son province has specific plans and will resolve them soon before May 31.

Accordingly, there is one case that the Government Inspectorate directed to inspect, review and resolve and one case that the locality resolved.

In order to promptly resolve the case and prevent citizens from continuing to petition and complain in large numbers for a long time at central agencies, Chief Inspector of Lang Son Province Dau Truong An proposed that the Government Inspectorate Working Group provide guidance and support the province in dialogue and legal explanation for citizens involved in complaints and petitions.

Working with Lang Son province, Deputy Inspector General of the Government Duong Quoc Huy noted that, in addition to the cases on the list, the province should focus on directing functional agencies to review, classify, and handle other cases not on the list to minimize citizens from going to the Central Government to make prolonged complaints and denunciations.

For cases that have been resolved, the Deputy Inspector General of the Government requested the province to complete the dossier in accordance with regulations, dialogue with the people before May 31, 2025, and send it to the Government Inspectorate before June 15, 2025 for the Government Inspectorate to synthesize and report to the Prime Minister.

Dak Nong identifies 3 long-standing case contents

Reporting to Working Group No. 2, Dak Nong Provincial People's Committee said that it had assigned the Provincial Inspectorate to initially inspect, review, collect documents and identify 3 outstanding and prolonged cases. From there, classify and study documents to evaluate and determine specific solutions for each case.

In addition, the Dak Nong Provincial People's Committee has also issued a plan and established two working groups led by the Deputy Chief Inspector of the province to conduct inspections and reviews of cases. The working group will assign responsibilities to each member to inspect and review each specific case and complete it in May 2025.

Recognizing and appreciating the efforts of Dak Nong province in seriously implementing the direction of the General Secretary and Prime Minister as well as Plan No. 96 of the Government Inspectorate, Deputy Inspector General of the Government Le Tien Dat directed the locality to promptly handle each specific case at the working session.

Deputy Inspector General of the Government Le Tien Dat noted that for cases that have not been resolved or have not been resolved in full, or have not yet reached the authority, they must be resolved according to regulations. For cases that have been resolved but not in accordance with the law, they must be re-resolved according to regulations.

For cases that have been resolved beyond authority, content, and in accordance with the law, it is necessary to have measures to explain, mobilize, and persuade citizens to comply and issue a notice to terminate the case resolution.

In particular, according to the Deputy Inspector General of the Government, if citizens are in truly difficult circumstances, it is necessary to consider and apply policies or mobilize support from other resources to help people stabilize their housing and lives, and end complaints and denunciations.

In addition, Dak Nong needs to synchronously deploy solutions to minimize the occurrence of new complicated incidents, strengthen propaganda, mobilize people to comply with the law as well as comply with the conclusions and decisions of competent authorities. Closely coordinate with functional forces and local authorities to ensure security, order and safety for the upcoming Party Congresses at all levels.
