According to the reflection of Ms. Nguyen Thi Hong Hoa ( Bac Kan ), Point c, Clause 2, Article 1 of Decree No. 75/2023/ND-CP dated October 19, 2023 of the Government amending and supplementing a number of articles of Decree No. 146/2018/ND-CP dated October 17, 2018 detailing and guiding measures to implement a number of articles of the Law on Health Insurance, has added Clause 5 after Clause 4 as follows:
"5. Ethnic minorities living in communes in regions II, III, and extremely disadvantaged villages in ethnic minority and mountainous areas in the 2016-2020 period, but these communes are no longer on the list of communes in regions II, III, and extremely disadvantaged villages in ethnic minority and mountainous areas in the 2021-2025 period according to the Prime Minister 's decision".
This is an additional subject regulated in Decree No. 75/2023/ND-CP. However, when determining the validity period of the health insurance card of this subject, there is no guidance in Decree No. 75/2023/ND-CP.
Ms. Hoa requested the competent authority to provide guidance on determining the validity period of the health insurance card of the above subjects.
Regarding this issue, Vietnam Social Security responds as follows:
Pursuant to Clause 8, Article 13 of Decree No. 146/2018/ND-CP dated October 17, 2018 of the Government detailing and guiding measures to implement a number of articles of the Law on Health Insurance and Clause 3, Article 3 of Decree No. 75/2023/ND-CP dated September 19, 2023 of the Government amending and supplementing a number of articles of Decree No. 146/2018/ND-CP: "For other subjects, the health insurance card is valid from the date the participant pays the health insurance premium; the state budget supports the subjects specified in Point c, Clause 2, Article 1 of this Decree for a period of 36 months from November 1, 2023".
Therefore, the health insurance card issued to the subjects specified in Point c, Clause 2, Article 1 of Decree No. 75/2023/ND-CP is valid from the date of health insurance payment to November 1, 2026.
