Hoa Binh directs proactive response to heavy rain, flash floods, landslides

(PLVN) - On May 21, the People's Committee of Hoa Binh province issued a document directing proactive response to heavy rain, flash floods, and landslides in the province.

According to the forecast of the National Center for Hydro-Meteorological Forecasting, from the night of May 22 to May 24, the Northern region is likely to experience a period of moderate to heavy rain, locally very heavy rain with total rainfall ranging from 70 - 150 mm, in some places over 250 mm.

From the evening and night of May 23 to the night of May 24, the North Central region will have rain from 40-100mm, some places over 150mm; there may be localized rain with high intensity over 80mm in 3 hours.

To proactively prevent and respond to heavy rain, floods, inundation, flash floods, and landslides, the People's Committee of Hoa Binh province requests departments, branches, sectors and People's Committees of districts and cities to:

Closely monitor warning bulletins, forecasts of natural disasters and weather to promptly and regularly notify and guide authorities at all levels, people and tourists to proactively prevent heavy rains with tornadoes, lightning, hail, floods, flash floods, landslides and strong gusts of wind that may occur in the coming days; prepare forces and means on site to promptly support people to overcome the consequences.

Deploy shock forces to inspect and review residential areas along rivers, streams, low-lying areas, and areas at high risk of flooding, flash floods, and landslides to proactively handle the situation in the first hour and organize the evacuation of people when situations arise.

Organize forces to guard, control, support, and guide traffic safety for people and vehicles, especially at culverts, spillways, deep flooded areas, fast-flowing water areas, areas where landslides have occurred or are at risk of landslides. Resolutely do not allow people and vehicles to pass if safety is not ensured, and do not allow unfortunate human losses due to carelessness or subjectivity. Arrange forces, materials, and vehicles to overcome incidents, ensuring smooth traffic on main traffic routes when heavy rain occurs.

Prepare drainage plan to prevent flooding and protect production, industrial parks, urban areas, and residential areas.

In 2024, the damage caused by natural disasters in the whole Hoa Binh province was 1,484 billion VND. Of which, landslides were one of the most serious causes of damage and left many serious consequences.

According to the Department of Agriculture and Environment of Hoa Binh province, currently the whole province has 234 locations with more than 5,000 households located in areas at high risk of natural disasters, requiring plans to stabilize the population. Specifically: 143 locations with more than 3,000 households at risk of landslides need to stabilize the population; 21 locations are frequently affected by flash floods with about 167 households affected; 70 locations are frequently flooded with more than 1,700 households affected.
