Responding to a question from a reporter from Baodautu.vn (Finance - Investment Newspaper) about the progress of the project to restore the Thap Cham - Da Lat cog railway, Mr. Nguyen Thanh Phu, Director of the Department of Construction of Khanh Hoa province, said that the project is about 83.5 km long, expected to include 16 stations and passenger stations (the old line includes 12 stations, the restored line adds 2 stations and 2 passenger stations).
Accordingly, the project will restore the section from Thap Cham station to Trai Mat station with a length of about 76.8 km; upgrade the section from Trai Mat station to Da Lat station, which is currently in operation, with a length of about 6.7 km.
Regarding the project implementation progress, Khanh Hoa Provincial Department of Construction informed that Vietnam Railways Department has submitted document No. 2146, dated September 21, 2023, to the Ministry of Transport (now the Ministry of Construction ) for appraisal and approval of the investment policy for the Thap Cham - Da Lat Railway Restoration Project under the PPP method.
Accordingly, the competent authority is the Ministry of Transport (now the Ministry of Construction) represented by the Vietnam Railway Authority; the project preparation unit is Bach Dang Hotel Trading and Service Joint Stock Company.
The project implementation plan is expected to include the investment preparation phase from the end of 2022 to December 2024; the project implementation phase from January 2024 to June 2029; trial run and trial operation from June to December 2029; and commercial operation from 2030.
The project is divided into 3 component projects including compensation, relocation and resettlement; investment in construction of railway infrastructure from Thap Cham station to Trai Mat station (including roadbed, bridge, tunnel, culvert, station, rail, service road and other auxiliary construction works; procurement, installation of equipment and vehicles): the Trai Mat station - Da Lat station section is in operation.
Total investment is 24,902 billion VND. Of which, state budget capital is 9,900 billion VND (central or local budget) for compensation, support and resettlement costs and part of infrastructure; investor capital is 15,002 billion VND.
Type of investment project contract under the public-private partnership (PPP) method, type of contract combining BOT and O&M (the state grants the right to operate all or part of the infrastructure to the contractor).
Following the submission of the Vietnam Railway Authority, on October 2, 2023, the Ministry of Transport (formerly) requested to supplement and complete the content of using state capital and complete the dossier for converting forest use purposes.
Next, on October 30, 2023, the Vietnam Railway Authority sent a document to the Ministry of Transport (former) to supplement and complete the project's Pre-Feasibility Study Report as required.
However, the Khanh Hoa Provincial Department of Construction mentioned that as of July 10, 2025, the Ministry of Construction has not yet had the appraisal results on the project content.
"In the coming time, the Department of Construction will continue to coordinate with the Ministry of Construction and the Vietnam Railway Authority to advise the Provincial People's Committee on completing the policy of restoring and renovating the Thap Cham - Da Lat railway line," informed the Director of the Department of Construction of Khanh Hoa province.
At the meeting, Mr. Quan Hoa Binh, representative of China Railway Department 2, informed that the Chinese side wants to cooperate with Lam Dong Provincial People's Committee to restore the Da Lat - Thap Cham railway.
