Mr. Nguyen Van Huy - Vice Chairman of the People's Committee of Thang Binh district, Head of the Board of Directors of the Social Policy Bank (CSXH) of the district said that in the area, there are currently 16 policy credit programs including loans for poor households, near-poor households, newly escaped poverty households, loans for job creation, labor export, students, social housing, loans for people who have just completed their prison sentences...
Loan turnover from the beginning of the year to date is more than 70.6 billion VND; debt collection turnover is more than 48.6 billion VND. Overdue debt is 453 million VND, accounting for 0.04% of total outstanding debt, an increase of 46 million VND compared to 2024.
Mr. Tran Quoc Tuan - Director of the Transaction Office of the Social Policy Bank of Thang Binh district said that from the beginning of 2025, the unit urgently disbursed policy capital to the people; strengthened interest collection; mobilized savings through savings and loan groups, organizations and residents.
The quality of policy credit is guaranteed, the operation of savings and loan groups is improved; transaction points in communes operate well. Policy credit has contributed to helping localities effectively implement national target programs on poverty reduction, new rural construction, promoting economic development, and ensuring social security in the area.

However, policy credit activities in Thang Binh district still face many difficulties. The district's outstanding debt scale is the largest in the province, however, the average outstanding debt in the commune is still low.
The demand for preferential credit loans of the people in the area is very large, but the policy credit capital can only meet a part of it. The work of loan approval, inspection before, during and after lending of the entrusted associations and organizations is not strict.
Associations and unions have not done a good job of advising the government on how to deal with households that are slow to repay loans; there are no solutions to recover long-term overdue debts. Overdue debts are higher than the average of the whole province.
Regarding the implementation of policy credit activities in the second quarter of 2025, Mr. Nguyen Van Huy said that the Board of Directors of the Bank for Social Policies of Thang Binh district directed the Transaction Offices, communes and towns to focus on disbursing capital; collecting due and overdue debts, not allowing new overdue debts to arise; collecting outstanding interest; mobilizing savings; focusing on inspection and control; coordinating with the courts and enforcement agencies to handle households that borrow capital but do not comply with their debt repayment obligations...
