
At the seminar, lecturers and scientists from the Southern Institute of Social Sciences and the Regional Political Academy 2 presented papers and exchanged opinions on the draft documents to be submitted to the 14th National Party Congress, focusing on a number of groups of topics such as an overview of 40 years of innovation and achievements in the development of the economy , society, culture and people of Vietnam; development orientation and issues of national defense, security, foreign affairs; building and rectifying the Party and the political system.
In general assessment, Dr. Vu Trung Kien, Regional Political Academy 2, said that this draft document has many new, scientific and progressive points in both form and content. In particular, integrating the content of 3 documents (Political Report, Socio-Economic Report, Party Building Summary Report) into a Political Report for consistency and consistency can be considered one of the breakthroughs in strategic management. The content of building an "ethical" and "civilized" Party is also one of the important new points included in the Draft Party Congress documents. The Communist Party of Vietnam is the ruling party, leading the State and society as stipulated in the Constitution. As the leading force of the State and society, the Party must be truly ethical and civilized, requiring cadres and party members to truly strive for the people, demonstrating their role as exemplary pioneers, one of which is setting an example of ethics.
Master Truong Thi Thanh Thuy, Regional Political Academy 2, is interested in theoretical and practical issues over 40 years of innovation in Vietnam; lessons learned from 40 years of innovation. She said that the 13th term has achieved 3 breakthroughs: institutional breakthrough with hundreds of bills being built, amended, and supplemented, creating a basis for removing development bottlenecks; infrastructure breakthrough with the completion of thousands of kilometers of highways, regional transportation systems, connected energy systems, and social infrastructure built on a modern scale; human resource breakthrough with the scale and quality of education being improved and achieving positive results.
In addition, there are still many difficulties and weaknesses such as low growth quality and economic sustainability; key economic sectors still face many difficulties; implementation of three strategic breakthroughs is still limited; challenges to sustainable development are increasingly greater. Therefore, in the XIV term, our Party and State need to continue to maintain a stable macro-economy in the context of many fluctuations in the global economy; ensure that key sectors and fields of the economy continue to have stable development steps, in accordance with the practical situation. In particular, flexible institutions, synchronous infrastructure and more creative human resources are among the most important factors to ensure sustainable growth and development in accordance with the context of the 4.0 industrial revolution.

Dr. Nguyen Thi Luyen, Southern Institute of Social Sciences, said that our Party determined that "Strengthening national defense and security and promoting foreign affairs and international cooperation are essential and regular". The draft document demonstrates a new way of thinking about the position and role of national defense and security associated with foreign affairs and international cooperation, especially the close and mutual relationship between national defense, security and foreign affairs in protecting the socialist Fatherland of Vietnam. However, the draft document needs to demonstrate more clearly and analyze more thoroughly the shortcomings and limitations in the process of economic development and ensuring national defense and security, for example, clarifying the causes, proposing solutions to strengthen inter-sectoral coordination mechanisms, resource coordination or strengthening forecasting and strategic policy planning in economic development and strengthening national defense and security, meeting the country's requirements in the new situation.
Dr. Tran Thi Kim Ninh, Regional Political Academy 2, was interested and gave her opinion on the content of "strongly promoting the role of the people as the subject, socialist democracy, the strength of the people and the great national unity bloc" expressed in the draft document. Dr. Tran Thi Kim Ninh suggested that, in order for the viewpoint "People are the subject" to be put into practice, the document needs to clarify the mechanisms for the people to exercise that role, institutionalize the viewpoint "promoting the role of the people as the subject to be implemented"; supplement the orientation on building and perfecting legal documents to concretize the people's subject power. To promote socialist democracy, "grassroots democracy" must be the focus of breakthroughs, the document needs to have strong orientation on implementing democracy at the grassroots level; emphasize more on maximum publicity and transparency of the activities of grassroots governments...

Associate Professor, Dr. Vu Tuan Hung, Director of the Southern Institute of Social Sciences, said that the Institute and the Regional Political Academy 2 are two units responsible for scientific research, policy consulting and training in the Southern region.
