This morning, the National Election Council held a national conference to disseminate the Politburo 's directive and deploy the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
At the conference, Deputy Head of the Central Organizing Committee Hoang Dang Quang presented instruction No. 36.
Accordingly, candidates for the National Assembly and People's Councils at all levels who are working at Party, State, Vietnam Fatherland Front, socio-political organizations, public service units, and state-owned enterprises must ensure the general standards prescribed by the Party and the law. Candidates must have prestige and capacity in implementing, propagating, and effectively mobilizing the masses to properly implement the Party's policies and the State's laws.
Candidates must have a strong political ideology and mettle, be absolutely loyal to the interests of the Party, the State and the people; and resolutely fight to protect the Party's ideological foundation, the Constitution and the laws of the State.
Candidates must have good moral qualities, exemplary and clean lifestyle; strictly implement Party regulations, State laws, principles of democratic centralism, self-criticism and criticism; have a sense of organization, discipline and high sense of responsibility in work, maintain internal solidarity; be diligent, thrifty, honest, upright, impartial and selfless.

Candidates also need to declare their assets and income honestly and transparently, without opportunism, ambition for power, localism, factionalism, corruption, waste, negativity, “group interests”… Candidates must not let their spouses, children, or relatives take advantage of their positions and powers for personal gain.
In addition, candidates must have the capacity to concretize and effectively organize the implementation of the Party's guidelines and policies, the State's policies and laws; have innovative thinking, vision, and scientific working methods; have the ability to think, analyze, synthesize, and propose the development of feasible and effective legal policies...
Instruction No. 36 clearly states that candidates who show signs of political opportunism and ambition for power; who have local, conservative, or stagnant thinking; who are being investigated, inspected, audited, or examined when there are signs of violations; and heads of agencies, organizations, and units that allow corruption, waste, negativity, and disunity to occur should not be introduced or included in the candidate list.
Instruction No. 36 notes, cares about, and introduces leading experts in science, technology, innovation, digital transformation, high-tech industry; reputable and skilled lawyers with deep understanding of international law; and excellent and dedicated businessmen.
Candidates for full-time National Assembly deputies in the armed forces must have the rank of colonel or higher.
Candidates for full-time National Assembly deputies at the Central level must have experienced and successfully completed their duties in positions of department head and equivalent, department director and equivalent or higher, and have been planned to be full-time National Assembly deputies; if not yet planned, they must be planned to hold positions of deputy minister and equivalent or higher.
Candidates who belong to the people's armed forces must have experienced and successfully completed the tasks of a department director or equivalent position, commander of a provincial military command, director of a provincial public security department or equivalent or higher, or have the rank of colonel or higher.
Candidates for the National Assembly working full-time in the locality must hold the position of department director or equivalent or higher, be a member of the provincial Party Executive Committee, and have a plan for one of the following positions: Member of the Standing Committee of the Provincial Party Committee, City Party Committee, Deputy Head of the National Assembly Delegation, Vice Chairman of the People's Council, Vice Chairman of the Provincial or City People's Committee or equivalent or higher; and have the ability to contribute to the activities of the National Assembly.
In some areas where it is necessary to structure full-time National Assembly deputies but there are no department head or equivalent personnel to meet the requirements, it is possible to consider some cases of deputy department heads or equivalent. These cases must ensure the requirements of having experienced and completed tasks for 3 years or more, having in-depth expertise in one or several sectors or fields, having development prospects and having been planned for full-time National Assembly deputies.
Regarding age, Instruction No. 36 clearly states that the time to calculate the age of participation in the 16th term of full-time National Assembly deputies and full-time People's Council deputies for the 2026-2031 term is March 2026.
For first-time candidates, they must be old enough to have participated in two or more terms of the National Assembly or People's Council, at least one full term; men born from March 1969 onwards, women born from September 1972 onwards; in the case of female delegates holding positions that are eligible to retire at a higher age according to Decree No. 83/2022 of the Government, they must be born from March 1971 onwards.
For full-time National Assembly deputies at the central and local levels who are re-elected, full-time People's Council deputies who are re-elected (except for Central Party Committee members) must have at least 36 months of remaining working time (male deputies born from March 1967 onwards, female deputies born from May 1971 onwards). In case female deputies hold positions that are eligible to retire at an older age according to Decree No. 83/2022 of the Government, full-time female National Assembly deputies who are vice chairpersons of the Ethnic Council, vice chairpersons of National Assembly committees, and vice chairpersons of the National Assembly Office (holding the position of deputy minister and equivalent) must be born from March 1969 onwards.
Candidates for National Assembly deputies and People's Council deputies working full-time and being military and police officers must meet the age limit prescribed in the Law on Officers of the Vietnam People's Army and the Law on Public Security.
For association leaders assigned by the Party and State to run for election, the age limit is implemented according to Decision No. 118 of the Secretariat and is considered and decided by the competent authority in charge of cadre management.
Regarding health, candidates must be certified by a competent health authority to be in good health within a period of no more than 6 months up to March 2026.
