Implementing the Prime Minister's Official Dispatch No. 217/CD-TTg dated November 16, 2025 on proactive prevention, avoidance and response to floods in the Central region, the Ministry of National Defense requests agencies and units to continue to thoroughly grasp and strictly implement the Official Dispatches of the Prime Minister, the National Steering Committee for Civil Defense, and the Ministry of National Defense on overcoming the consequences of storms and floods in the Central region; strictly maintain the on-duty regime, proactively grasp the situation, mobilize forces and means together with local Party committees and authorities to respond to and overcome the consequences of floods and landslides; synchronously deploy measures to prevent epidemics, ensure environmental sanitation, and ensure the health of soldiers; proactively propagate and guide people to prevent epidemics during the flood season; ensure the safety of forces participating in performing tasks.
The General Departments: Logistics - Engineering, Defense Industry, General Department II, according to their functions and tasks, strengthen the direction and inspection of subordinate units to do a good job of responding to and overcoming the consequences of floods, inundation, and landslides; ensure the safety of barracks, warehouses, stations, workshops, weapons and equipment; proactively coordinate with relevant agencies, promptly issue and transport supplies, necessities, and rescue equipment to help localities respond to and overcome the consequences of floods when ordered by the Ministry of National Defense.
The Ministry of National Defense assigned Military Regions 4 and 5 to direct the Military Commands of provinces and cities from Ha Tinh to Khanh Hoa to proactively advise local Party committees and authorities to review, inspect, and promptly detect areas at risk of landslides, flash floods, and deep flooding to promptly warn people not to enter dangerous areas; proactively evacuate and relocate residents from dangerous areas to safe places; coordinate with units of the Ministry of National Defense stationed in the area to proactively arrange forces, vehicles, supplies, food, and necessities in key areas, especially those at risk of separation and isolation due to landslides and floods to be ready to respond, rescue, and salvage when bad situations occur.
The Information and Communications Corps, Military Industry and Telecommunications Group (Viettel) proactively ensures smooth communication to serve the direction and operation of the Government and the Ministry of National Defense on civil defense work.
In addition, the Ministry of National Defense requested the Air Defense - Air Force Service and the 18th Army Corps to check and review plans, organize forces and vehicles to be ready to conduct search and rescue flights, transport food and necessities to isolated and isolated areas when ordered. The Navy and the Vietnam Coast Guard Service to check and review plans, prepare forces and vehicles to be ready to conduct rescue at sea when ordered.
The 34th Corps, Border Guard, Artillery - Missile Command and other corps and services proactively coordinate with local Party committees and authorities where they are stationed and where they carry out tasks to participate in responding to and overcoming the consequences of floods when requested by the locality.
The units shall organize implementation and report to the Ministry of National Defense through the Ministry's Command and the Department of Rescue and Relief (General Staff) for the Ministry to monitor and direct.

According to the forecast of the Center for Hydro-Meteorological Forecasting, from the evening of November 16 to November 18, 2025, the area from Quang Tri to Da Nang and the eastern part of Quang Ngai and Gia Lai provinces will have widespread rain of 200-400 mm, locally over 700 mm, the area of Ha Tinh, the eastern part of Dak Lak and Khanh Hoa provinces will have rain of 100-250 mm, locally over 350 mm, the western part of Quang Ngai to Dak Lak provinces will have rain of 50-100 mm, locally over 200 mm.
