Many favorable mechanisms to implement the Resolution of the Ho Chi Minh City Party Congress

On the afternoon of November 17, the Ho Chi Minh City Party Committee held a conference to study and disseminate the Resolution of the 1st City Party Congress, term 2025 - 2030. The conference was held in person and online at 279 connecting points of agencies, units and localities, with 34,000 cadres and party members attending.

It is forecasted that this year the City will be able to collect a budget of 800,000 billion VND, accounting for 1/3 of the country; GRDP contributes to the country's GDP by about 25-27%. According to Secretary of the City Party Committee Tran Luu Quang, Resolution 54/2017/QH14, now Resolution 98/2023/QH15 of the National Assembly on piloting special mechanisms and policies for the development of Ho Chi Minh City has opened up many favorable mechanisms for the City. The draft amendments and supplements to Resolution 98/2023/QH15 have many very important contents, such as: being able to appoint contractors, implementing a shortened process of many procedures related to investment... If approved, the city will save about 2 years of time for a specific project.

Regarding the tasks in the coming time, according to comrade Tran Luu Quang, all the tasks that need to be implemented are in the Resolution and Action Program. Each person needs to try to do their job well, as well as coordinate. The Standing Committee of the City Party Committee, the Standing Committee of the City Party Committee, and the City Party Executive Committee will set an example; the higher the position, the more severe the punishment for violations.

According to comrade Le Quoc Phong, there are two major goals that the City is aiming for: By 2030 (100 years since the founding of the Party), the City will become a civilized, modern urban area, a center of innovation, dynamism, integration, leading the cause of industrialization and modernization of the country, with a prominent position in the Southeast Asia region, in the group of 100 global cities, worth living and having the world's innovation ecosystem, belonging to the high-income group. By 2045 (100 years since the founding of the country), the City will be in the group of 100 cities with the best quality of life in the world, worthy of the status of an international megacity of Southeast Asia, an economic, financial, tourism, service, education, and healthcare center of Asia, an attractive global destination, with distinctive and sustainable economic, cultural, and social development, high quality of life, and deep international integration.

In the period of 2025 - 2030, the City sets out many important development targets: Average GRDP growth rate of 10-11%/year. By 2030, GRDP per capita will reach about 14,000 - 15,000 USD; total average social investment capital in 5 years will be 35 - 40% of GRDP; contribution of total factor productivity (TFP) to GRDP growth will reach 60%; total social expenditure for research and development (R&D) will reach 2 - 3% of GRDP, allocating at least 4-5% of total annual budget expenditure for science, technology, and digital transformation; the proportion of workers with college and university degrees will reach at least 24% or more; the proportion of students majoring in basic sciences, engineering, and technology will reach at least 35% or more...

The city proposed 3 key, breakthrough programs on policies and institutions; infrastructure development; human resource development. At the Conference, Deputy Secretary of the Ho Chi Minh City Party Committee Dang Minh Thong also deployed the Action Program to implement the Resolution of the 1st City Party Congress, term 2025 - 2030; Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Council Vo Van Minh disseminated a number of contents on the organization of the election of deputies to the 16th National Assembly and People's Council deputies at all levels for the term 2026 - 2031.
