Draft Project on streamlining the organizational structure of the political system of Thanh Hoa province to implement Resolution No. 18-NQ/TW of the Central Executive Committee

On December 9, under the chairmanship of comrade Nguyen Doan Anh, member of the Party Central Committee, Secretary of the Provincial Party Committee, Thanh Hoa Provincial Party Committee held a Steering Committee Conference to summarize the implementation of Resolution No. 18-NQ/TW of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently".

At the conference, Thanh Hoa Provincial Party Committee informed about the first Draft of the Project to streamline the organizational apparatus of the political system of Thanh Hoa province to implement Resolution No. 18-NQ/TW dated October 25, 2017 of the Party Central Committee (12th tenure). Accordingly, based on Resolution No. 18-NQ/TW dated October 25, 2017 of the Party Central Committee (12th tenure) "Some issues on continuing to innovate and streamline the organizational apparatus of the political system to be streamlined, operate effectively and efficiently", implementing Conclusion No. 09-KL/BCĐ dated November 24, 2024 of the Central Steering Committee; Provincial Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW to develop the "Project to streamline the organizational apparatus of the political system of Thanh Hoa province".

On viewpoints, principles, and requirements

1. Strictly implement the policies, regulations and directions of the Central Government on the arrangement of the apparatus, ensuring unified management by sector and field from the Central Government to localities and grassroots levels; at the same time, from the practical organization of the apparatus, functions, tasks, effectiveness and efficiency of the operations of agencies and units in the province, to rearrange them to suit the requirements and tasks in the new period.

2. The reorganization of the apparatus, streamlining and restructuring of the staff, civil servants and public employees, and improving the quality and efficiency of operations must be truly determined and courageous, even sacrificing the personal interests of cadres, party members, civil servants, public employees and workers for the common good.

3. For agencies and units merging with each other, the merger will be carried out in the original state of the organizational structure, cadres, civil servants, public employees, and workers (the head of the agency or unit will have a separate plan), finances, and assets according to regulations. For agencies and units merging with many different agencies and units, the functions and tasks transferred to which agency or unit will also transfer the organizational structure associated with cadres, civil servants, public employees, and workers in that field.

4. Departments, branches, agencies, and units in the province continue to review and rearrange their internal organizational structures with similar functions and tasks, avoiding overlapping functions and tasks to streamline focal points, ensuring effective and efficient operations, and meeting the requirements of assigned tasks.

5. The arrangement and assignment of cadres, especially the heads of merged units, must be truly impartial, objective, public, transparent, absolutely not allowing negativity, group interests, locality in the work of arranging the apparatus and cadres; must be based on the assessment of cadres, work results, and specific products of each person to consider the arrangement; link the results of the head with the results of the agency, unit recognized by the competent authority. Cadres who are arranged and assigned work must comply with the Party's assignment, for the common development of the industry, agency, unit and province.

On the arrangement of provincial departments and branches

I. Merging the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department

II. Merging departments, branches and sectors under the Provincial People's Committee

1. Merge the Department of Finance and the Department of Planning and Investment

3. Merge the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development

4. Merging the Department of Information and Communications and the Department of Science and Technology

5. Merging the Department of Labor, War Invalids and Social Affairs and the Department of Home Affairs

6. Relevant departments and branches

- The Provincial Ethnic Committee receives the original functions and tasks associated with the organizational structure, cadres, civil servants and employees of the Provincial Religious Committee, under the Department of Home Affairs.

- The Department of Education and Training receives functions and tasks in the field of vocational training... associated with the organization and staff, civil servants, public employees, and workers from the Department of Labor - Invalids and Social Affairs (including leaders and managers, if any).

- The Department of Health receives functions and tasks in the fields of social protection, children, and social evil prevention associated with the organization and staff, civil servants, public employees, and workers from the Department of Labor - Invalids and Social Affairs (including leaders and managers, if any); receives functions and tasks associated with the organization and staff, civil servants, public employees, and workers from the Provincial Cadre Health Care and Protection Board (including leaders and managers, if any)...

- The Department of Culture, Sports and Tourism receives the functions and tasks in the field of tourism... associated with the organization, apparatus, officers, civil servants and employees from the Thanh Hoa Investment, Trade and Tourism Promotion Center (including leaders and managers, if any).

- The Department of Industry and Trade receives functions and tasks in the field of trade promotion... associated with the organization, apparatus, officers, civil servants and employees from the Thanh Hoa Center for Investment, Trade and Tourism Promotion (including leaders and managers, if any).

- The Department of Foreign Affairs receives a number of functions and tasks from the Thanh Hoa Investment, Trade and Tourism Promotion Center (including leaders and managers, if any).

On the termination of operations of agencies and units

1. Ending the activities of the Provincial Party Committee of Agencies and Enterprises: Mobilizing, arranging, and assigning leaders, managers, civil servants, and workers to Party agencies, the Fatherland Front, and socio-political organizations at the provincial level and some districts.

2. End the operation of the Provincial Cadre Health Care and Protection Board: Transfer functions and tasks to the Provincial Party Committee's Organization Board, the Department of Health, and the Provincial General Hospital. Arrange and assign the organizational structure and staffing to ensure suitability with actual conditions.

3. Ending the activities of 11 party delegations and party executive committees of provincial-level agencies and units, including: Party delegation of the Provincial People's Council, Party delegation of the Provincial Fatherland Front, Party delegation of the Provincial Farmers' Association, Party delegation of the Provincial Women's Union, Party delegation of the Provincial Labor Federation, Party delegation of the Provincial Veterans' Association, Party delegation of the Union of Science and Technology Associations, Party delegation of the Literature and Arts Association; Party executive committee of the Provincial People's Committee, Party executive committee of the Provincial People's Procuracy, Party executive committee of the Provincial People's Court.

4. Ending the operation of Thanh Hoa Investment, Trade and Tourism Promotion Center: Transferring functions and tasks to the Department of Industry and Trade, Department of Culture, Sports and Tourism, Department of Foreign Affairs, Department of Planning and Investment (currently).

On the establishment of new party organizations under the Provincial Party Committee

1. Establish new Party committees of provincial-level Party, mass and judicial agencies

1.1. Affiliated party organizations include: Committees, Inspection Committees, Provincial Party Committee Office, Provincial People's Council, Fatherland Front Committee, provincial-level socio-political organizations, Provincial People's Procuracy, Provincial People's Court, and mass organizations assigned tasks at the provincial level by the Party and State.

1.2. Functions, tasks and organization: Implement according to regulations and instructions of the Central Government.

2. Establishing new Party Committees of provincial government blocs

2.1. Affiliated party organizations include: provincial-level departments, branches, sectors, government units, and a number of state-owned enterprises (according to the scale and importance of the enterprise's party committee) (other enterprises are transferred to be directly under the district-level party committee).

2.2. Functions, tasks and organization: Implement according to regulations and instructions of the Central Government.

On implementation

1. The Party Executive Committee of the Provincial People's Committee directs

Summary of Resolution No. 18-NQ/TW dated October 25, 2024 of the 12th Central Executive Committee "Some issues on continuing to innovate and reorganize the political system to be streamlined, operate effectively and efficiently; send reports to the Provincial Steering Committee within the prescribed time.

- Develop a plan to reorganize (including organizational structure, finance, assets) departments, branches, sectors, and government units according to the direction of the Central Steering Committee and this Project, ensuring the set progress.

- Review the functions and tasks of the agencies and units to be reorganized (including mergers, reorganizations, and task transfers) and report to the Provincial Party Standing Committee.

- Review provincial steering committees and propose to leave only those that are truly necessary.

- Directing the review and proposing the arrangement of administrative units at district and commune levels for the period 2025 - 2030.

2. Provincial Party Committee Organizing Committee

- Advise the Provincial Steering Committee on the Project to streamline the organizational structure of the Thanh Hoa province political system to implement Resolution No. 18-NQ/TW dated October 25, 2017 of the Party Central Committee (12th tenure).

Preside over and advise the Standing Committee of the Provincial Party Committee on the following: Project to merge the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department, end the activities of the Party Committee of the Provincial Agencies and Enterprises Bloc, 11 Party delegations, provincial-level Party executive committees, the Provincial Health Care Committee for Cadres, provincial-level steering committees established by the Standing Committee of the Provincial Party Committee (if any); Project to establish Party Committees of Party agencies, unions, and justice at the provincial level and Party Committees of provincial-level government blocs directly under the Provincial Party Committee.

- Advise the Provincial Party Committee Standing Committee to arrange and assign cadres under the management of the Provincial Party Committee Standing Committee in merged units and relevant agencies.

- Coordinate the review of functions and tasks of departments, branches and sectors, especially those units that arrange and report to the Provincial Party Committee Standing Committee.

3. The Provincial Party Committee's Propaganda Department presides over and coordinates with the Provincial Party Committee's Mass Mobilization Department. Coordinates with the Provincial Party Committee's Organization Department to advise the Standing Committee of the Provincial Party Committee on the project to merge the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department.

4. The Party Committee of the Provincial Agencies and Enterprises Bloc, the Party Delegation, and the Party Executive Committee at the provincial level coordinate with the Provincial Party Committee's Organization Committee to advise the Provincial Party Committee Standing Committee on the termination of the activities of the Party Committee of the Provincial Agencies and Enterprises Bloc, the Party Delegation, and the Party Executive Committee at the provincial level.

5. Provincial Party Committee Office

Preside over and coordinate with the Provincial Party Committee's Propaganda Department, the Provincial Party Committee's Mass Mobilization Department, the Provincial Party Committee of Agencies and Enterprises, relevant agencies and units to guide the transfer and handover of finances and assets of agencies and units under the Party and mass organizations according to regulations.

6. District, city and town Party committees

The Standing Committees of district, city and town Party Committees direct the development of projects to merge, consolidate, dissolve and reorganize Party organizations and specialized departments, offices and public service units at district level according to the direction of the Central Government and the province.

Review and propose to continue rearranging commune-level administrative units for the 2025-2030 period.

- Urgently summarize the implementation of Resolution No. 18-NQ/TW and report to the Provincial Steering Committee as prescribed.
