Draft Law on Digital Technology Industry: Aiming for every citizen and business to have a "virtual assistant"

On June 9, the National Assembly Standing Committee discussed the draft Law on Digital Technology Industry. Here, National Assembly Chairman Tran Thanh Man emphasized that the law must be human-centered, promoting digital transformation so that every citizen and business can own a "virtual assistant".

According to the National Assembly's website, reporting at the meeting, Chairman of the Committee for Science , Technology and Environment Le Quang Huy said: The draft law has added provisions on incentives for special investment projects in the digital technology industry - a field identified as a foundation industry such as semiconductors and artificial intelligence (AI). The draft also maintains the provisions on risk control throughout the life cycle of AI systems, while adding provisions on monitoring high-risk AI systems. The Government will be assigned to provide detailed regulations to ensure effectiveness and feasibility in implementation.

Also in the new draft, the contents on training digital technology human resources and identifying artificial intelligence products have been supplemented and revised. This is to promote human resource development, while enhancing the transparency and reliability of AI products.

National Assembly Chairman Tran Thanh Man highly appreciated the revision of the draft law towards encouraging the development of digital technology, especially artificial intelligence, while emphasizing the need to put people at the center, serving the national digital transformation process. He said that the law's development is very timely, with the desire to promote national digital transformation, develop artificial intelligence, and have a virtual assistant for each citizen and business.

The National Assembly Chairman noted the need to continue reviewing and perfecting regulations to ensure no overlap, creating a favorable legal corridor for the development of the digital technology industry. Special attention should be paid to clear and feasible incentive mechanisms for key sectors such as semiconductors and AI; risk management should be strengthened, unnecessary administrative procedures should be avoided, and implementing decrees should be carefully prepared.

He also affirmed the role of policy communication and the participation and consensus of people and businesses in implementing the law. "For the digital technology industry to develop strongly, it must have the support of the people; people provide data, relevant organizations and units provide data, then there will be a digital technology industry in each locality, each industry, each field," said National Assembly Chairman Tran Thanh Man.
