Employment policy covers all subjects
Reporting on the reception, explanation and revision of the Draft Law on Employment (amended), Chairman of the National Assembly 's Committee on Culture and Social Affairs Nguyen Dac Vinh emphasized: The draft law is revised according to the principle of stipulating policies to support job creation for all workers in general, basically without distinguishing between specific subjects. However, there are still specific support policies for vulnerable groups such as the elderly, young people, ethnic minorities, people from poor and near-poor households, etc. Notably, the Draft has adjusted the contents related to labor registration, clearly stipulating the principles, order and procedures for labor registration; rights and obligations of workers; updating and connecting labor data with national and specialized database systems. These changes aim to create favorable and transparent conditions for workers to participate in the market.
Regarding the labor market information system, the Draft only retains general principles and assigns the Government to provide detailed guidance to ensure flexibility and suitability with management practices. At the same time, the contents on data connection between the labor market and other databases are also clarified to serve effective information exploitation and promote digital transformation. Regarding employment service organizations, the Draft changes the approach, not only limiting it to the Public Employment Service Center, but expanding the concept to include enterprises providing employment services. The Government will regulate the conditions, organization and operation of these organizations, in line with the trend of socialization and development of public services.
Protect workers
At the meeting, delegates focused on giving opinions on public employment policies, skills training support, career transition, labor market development, vocational skills standards, unemployment insurance, etc. Many opinions also suggested continuing to review to ensure consistency with the Labor Code and related laws. Some opinions said that in a period of strong technological development, it is unnecessary for workers to go directly to the Employment Service Center, where they are receiving unemployment benefits, to report their job search. Incorporating the opinions of National Assembly delegates, the draft law has been revised in the direction that during the period of receiving unemployment benefits, workers must report their job search to the public employment service organization where they are receiving unemployment benefits every month, and the Government is assigned to provide detailed regulations to ensure flexibility and convenience for workers. With the spirit of innovation, the Draft Law on Employment (amended) demonstrates great efforts in perfecting institutions and improving policies to suit the reality of socio -economic development, meeting the requirements of labor restructuring, increasing employment opportunities and protecting the rights of workers in the context of integration and recovery after the pandemic.

These provisions are all designed to ensure consistency and compliance with specialized laws, such as: Law on the Elderly, Law on Military Service, Law on People with Disabilities, Law on Vocational Education, Law on Support for Small and Medium Enterprises, Labor Code, Law on Vietnamese Workers Working Abroad under Contracts, etc.
