Diversified communication methods
Immediately after the revised Social Insurance Law was passed by the National Assembly , the Social Insurance of Region XX proactively developed a communication plan suitable for each target group. Communication activities not only focused on disseminating the content of the law but also emphasized the new points, benefits and responsibilities of employees and employers.
Information about shortening the period of social insurance payment to receive pension from 20 years to 15 years has attracted the attention of many employees. Mr. Tran Van Nguyen in An Tay ward (Thuan Hoa district) has participated in social insurance for 10 years and 2 months. Before quitting his job due to the dissolution of his company, he planned to withdraw his social insurance in one lump sum. However, after being advised by social insurance officers about the new regulations, he changed his mind: "Knowing that I only need to pay 5 more years of voluntary social insurance to be eligible for a monthly pension, I decided to continue participating instead of withdrawing in one lump sum."
Communication work was deployed synchronously on many press platforms, television, social networks, direct propaganda conferences and consultations at the grassroots level. Important contents such as: expanding the subjects participating in compulsory social insurance, shortening the payment period, adding support for voluntary social insurance participants... were presented vividly and easily understood by social insurance staff, creating a widespread spread in the community.
The awareness of the people and employees about social insurance has changed significantly. Many freelancers have registered to participate in voluntary social insurance after being directly informed. “Previously, I did not think that freelancers could also pay social insurance to have a pension when they are old. When I learned that the regulation only requires 15 years of payment to be eligible, I found it suitable and immediately participated,” Ms. Phan Thi Gai, a resident of Phu Hau ward (Phu Xuan district), excitedly shared.
In localities, communication about the Social Insurance Law 2024 has been closely coordinated between the Social Insurance sector and mass organizations, businesses, and collection service organizations. Many creative models have been deployed such as: Legal seminars on television, online forums, and National Social Insurance Festivals, etc.

Continue to innovate and professionalize
According to statistics from the Social Insurance Agency of Region XX, by the end of the first quarter of 2025, in Hue city, there were 21,170 people participating in voluntary social insurance, an increase of 252 people compared to the previous month; the number of people participating in health insurance reached more than 1.15 million people, an increase of 827 people. This is a positive result from promoting communication of social insurance policies, especially new regulations in the Social Insurance Law 2024.
Recently, the Social Insurance of Region XX in collaboration with the Labor Federation of Quang Dien District organized a conference to disseminate the amended Law on Social Insurance to nearly 100 grassroots union officials. The discussion content revolved around expanding the scope of participation, social pension benefits, sickness and maternity benefits for non-professional workers at the commune level, reducing the minimum number of years of social insurance contributions to receive pensions, etc.
By understanding the legal regulations on social insurance, each grassroots trade union official can become an active propagandist, helping to spread the new social insurance policy to each employee at enterprises in the area, creating consensus among employees on their rights and obligations in participating in social insurance, health insurance, and unemployment insurance. This is an important preparation step for the effective implementation of the Social Insurance Law, which will take effect from July 1, 2025, contributing to bringing legal policies into life in a timely, practical and humane manner.
Deputy Director of Social Insurance Region XX, Ms. Bui Thi Thu Ly said that the amendment of the Social Insurance Law in 2024 demonstrates humanity and aims to build a multi-layered, flexible social security system, suitable for socio -economic development conditions. In the coming time, the unit will continue to innovate methods and improve the quality of communication so that policies reach every citizen. At the same time, promote direct communication forms such as conferences, contests, policy dialogues combined with propaganda at the "One-stop" Department of Social Insurance Region XX, on mass media..., in order to bring the amended Social Insurance Law truly into social life.
