On the afternoon of August 5, right after the regular Government meeting in July, the Government Office held a Government press conference to inform the press about the socio-economic situation in July and the first 7 months of 2023 and issues of public concern.
The press conference took place under the chairmanship of Minister, Head of the Government Office Tran Van Son, Spokesperson of the Government.
Deputy Minister of Natural Resources and Environment Le Cong Thanh and representatives of leaders of ministries, branches, central agencies and a large number of reporters from news agencies and newspapers attended the Government Press Conference.
Answering the question of the reporter of Bao Ve Phap Luat Newspaper: “Recently, some areas in the Central Highlands have experienced landslides, causing serious consequences and huge human losses. I would like to ask the representatives of the relevant ministries: What are our assessments of this situation and what solutions are there, especially when we are entering the rainy and stormy season?”
Deputy Minister of Natural Resources and Environment Le Cong Thanh said: Recently, landslides in the Central Highlands have caused serious damage to the lives and property of the State and people. Typical examples are landslides in Da Lat, at Deo Bao Loc or the safety of dams at some locations in Dak Lak and Dak Nong. The press has reported many opinions from experts and scientists on the causes of landslides, especially Vietnam Television and some newspapers have also promoted awareness of this issue.
As we know, natural mountain slopes and hillsides have gradual weathering of soil and rocks and the soil and rocks also slowly slide to create natural and stable slopes. When we need space for development, there are activities to change the surface, for example, converting forest land into land for planting trees or leveling land to build houses, roads, build reservoirs, dams, hydroelectric power plants. At that time, the land surface structures have changed and when there is heavy rain, the risk of landslides will be greater.
The way we can detect and warn of these landslides is to have signs, such as cracks, trees on hillsides, mountain slopes leaning in one direction, or there are explosions in the ground indicating that cracks are developing. When detecting these signs, people and local forces need to monitor, if there is a big risk, they must evacuate.
Currently, in terms of awareness as well as specific actions, especially the agencies directing natural disaster prevention and rescue in localities, all have documents and maps of high-risk landslide locations in their localities. The youth force for natural disaster prevention is also trained to be able to check in advance for heavy rains, the locations and signs as I mentioned above to be able to warn people to evacuate if necessary.
Regarding current rainfall warning and forecasting, the General Department of Hydrometeorology has organized implementation with details down to each 1x1 km square with automatic observation equipment and timely warnings.
In the coming time, the Civil Defense Law has been passed by the National Assembly, when implementing this Law, we will have a local civil defense force. This force will be organized and trained more professionally so that it can work with the people and local agencies to monitor and supervise signs to be able to give early warnings, avoiding damage to people and property.
It is just the beginning of the rainy season, but in the past few days, heavy rains in the Northern mountainous region, the Northern Delta and the provinces of Son La and Lai Chau have started to cause landslides. The Prime Minister has issued Official Dispatch No. 725 closely directing the provinces in the Central Highlands to continue to monitor, supervise and overcome the damage as well as directing other provinces and localities to take more drastic actions in monitoring and supervising to warn people of dangerous phenomena.
Deputy Minister of Natural Resources and Environment Le Cong Thanh said: We hope that the press and media will continue to accompany, report timely news, and disseminate knowledge about monitoring and supervising landslides to every citizen to further minimize possible damage.
