Speaking at the Exhibition, Deputy Prime Minister Nguyen Chi Dung said that in the context of strong competition and shifts in the global supply chain, Vietnam has all the necessary internal conditions to gradually improve its position in the semiconductor industry supply chain. Vietnam has a stable political system, a solid macroeconomic environment, a favorable geopolitical position, an abundant labor force with competitive costs, especially in the field of engineering and technology. Along with that is the growing attraction for the world's leading technology corporations.
Determining the goal of rapid and sustainable development based on the foundation of science and technology, innovation and digital transformation, autonomy and competitiveness in technology, Vietnam has issued a list of 11 strategic technologies and strategic technology products; promoted economic restructuring associated with growth model innovation, institutional improvement, improvement of the investment and business environment, removal of bottlenecks in infrastructure and human resources and has had strategic solutions.
Notable among these are the establishment of the National Steering Committee for the development of the semiconductor industry; the promulgation of the Strategy for the development of the Vietnamese semiconductor industry to 2030, with a vision to 2050; the implementation of the Program for human resource development in the semiconductor industry to 2030, with a vision to 2050; the development of STEM education with the highest preferential policies; and the priority given to attracting strategic investment and developing semiconductor infrastructure.
“These policies affirm Vietnam's long-term vision and determination to develop the semiconductor industry into one of the pillars of the digital economy, knowledge economy and green economy,” the Deputy Prime Minister emphasized.
The Deputy Prime Minister suggested that SEMI and its member enterprises consider setting up production facilities or technical service centers in Vietnam to jointly build a semiconductor ecosystem in Vietnam.
At the same time, accompany state management agencies in the process of policy making; support Vietnamese enterprises in building the first semiconductor chip factory in Vietnam; cooperate with Vietnamese educational and training institutions to build human resource training laboratories; human resource training programs, provide scholarships, and expand internship opportunities. In addition, the Deputy Prime Minister requested ministries, branches, and localities to continue to create favorable conditions, support administrative procedures, strengthen dialogue, and accompany investors in the semiconductor sector.
Enterprises, institutes and schools need to make the most of every opportunity, proactively and actively connect with SEMI and its member enterprises to participate deeply in the global semiconductor value chain; improve research and training capacity to meet the requirements of the semiconductor industry.
“SEMIExpo Vietnam 2025 is an opportunity to develop strategic cooperation, promote joint ventures between Vietnamese enterprises and foreign investors, closely connect the State - enterprises - research institutes and universities, towards the goal of making Vietnam an important link in the global semiconductor supply chain,” the Deputy Prime Minister affirmed.
