Site clearance is a key step in implementing projects. If site clearance is done well, it will help projects reach their deadlines. Otherwise, it will be a barrier and cause loss of investment opportunities for the project.

One of the projects in the province that had to adjust the progress many times due to procedures related to site clearance is the Ho Chi Minh Road Construction Investment Project, the Eastern bypass of Buon Ma Thuot City (project). As of mid-May, the final bottlenecks in site clearance for this project have been basically resolved.

However, there are still 113 m of the section passing through Cu M'gar district and some localized areas of the drainage ditches passing through Krong Pac and Cu Kuin districts that have not been completely resolved. These are problems that have existed for years but have been slowly resolved, affecting the overall progress of the project. Specifically, the site clearance work through Cu M'gar district has been going on for a long time, and the locality and related units have had difficulty in determining the origin of the land and measuring and correcting land plot extracts. Some locations are not in line with the local land use plan until 2030, and are being included in the plan by related units for submission to competent authorities for approval.

The Ho Chi Minh Road Construction Investment Project, the eastern bypass of Buon Ma Thuot City, passing through Cuor Dang Commune (Cu M'gar District) is still stuck with site clearance.

Given the necessity and urgency of the project, the Ministry of Construction has continuously sent an "ultimatum" requesting Dak Lak province to direct relevant units and localities to remove obstacles and speed up the progress of handing over the remaining sites. Recently, the Ministry of Construction requested the province to complete the handover of the entire site for the project before May 30, 2025. By this deadline, if there are still problems with the site, the Ministry of Construction will consider zoning the project to hand over to the locality for management and investment after the locality has arranged the funding source. Although the document has directed so, by early June, the above problems have not been resolved.

This is one of the key projects of the province. In the context of limited resources of the province, having to allocate for many other projects, the fact that this project uses 100% of the central budget capital is a very good opportunity for the province. If the localities where the project passes through cannot resolve the existing problems, they will lose the opportunity to invest in completing the project. As Prime Minister Pham Minh Chinh recently expressed in the face of policy and procedural problems at the group discussion session on the socio -economic situation and state budget held on May 23, that: "Opportunities come and go very quickly, but if we wait to process a forest of procedures, the opportunity will slip away."

In fact, in recent years, many projects in the province have been left unfinished due to procedures related to handover and site clearance. This has greatly affected the lives of people and reduced the effectiveness of project investment.
