Lao Cai - Hanoi - Hai Phong Railway: Strategic connection, welcoming development flow

Hai Phong City actively coordinates and proposes solutions to effectively connect the Lao Cai - Hanoi - Hai Phong railway with seaports, airports, and industrial parks.

Seaport, airport, industrial park connections

The Lao Cai – Hanoi – Hai Phong railway is expected to be the new backbone of northern transport. With a total length of about 419 km connecting Lao Cai to Hai Phong , this route will shorten the journey from the border gate to the seaport, reducing pressure on road transport.

The project aims to build a new, modern and synchronous railway line to meet the domestic and international transport needs between Vietnam and China; create an important driving force for rapid and sustainable socio-economic development, promote advantages on the Lao Cai - Hanoi - Hai Phong economic corridor. Ensure effective connection of domestic and international railway networks, associated with ensuring national defense, security and international integration, environmental protection, responding to climate change; promote the process of industrialization and modernization of the country...

The investment project to build the Lao Cai – Hanoi – Hai Phong railway line through Hai Phong city has a total length of nearly 90 km, passing through 24 communes, wards and special zones.

Determining that the implementation of this project is a special political task, right from the time of the Central Government's policy and direction, the city has proactively established a Project Implementation Working Group and issued a plan to assign and assign specific tasks to each sector, unit, and locality. Up to now, the working groups under the city's responsibility are being deployed with a determined and urgent spirit, ensuring readiness to start the project in December 2025.

Hai Phong is not only the end point of the national railway, but also an international freight transit point, thanks to its deep-water seaport system and modern Cat Bi airport. To ensure investment efficiency and maximize the regional connectivity role of the Lao Cai - Hanoi - Hai Phong railway, Hai Phong city is actively coordinating with central ministries and branches to implement the project, while proposing adjustments to the planning of the station system and key connecting technical infrastructure. These adjustments are important in promoting the east-west connectivity role of the route, promoting the development of logistics, industry and services in localities where the railway passes through.

In particular, Hai Phong City proposed the Ministry of Construction and the Railway Project Management Board to study and consider adding access roads at both ends of the bridge and different level intersections on the Tan Vu - Lach Huyen 2 bridge route to serve the transit needs between the railway and the Lach Huyen deep-water port system, the largest import-export gateway in the North. Study the plan to connect railway traffic with Trang Cat urban area, tunnel through Tan Vu - Lach Huyen road to connect to Ho Dong area (planned to build a thematic park) and traffic connection to Cat Bi airport.

The plan for the road connecting Binh Giang station and Hai Duong Nam station and the infrastructure connection of related industrial parks such as Phuc Dien expanded industrial park; Hung Dao; Yet Kieu... was also agreed upon by the locality with the investor and consulting unit.

Previously, the locality actively coordinated with investors and consultants to complete agreements related to the contents of connecting traffic infrastructure in the area to complete the basic design plan, ensuring traffic safety and superiority at intersections of overpasses, underpasses, and different-level intersections with highways, national highways, provincial roads, etc.

Proposed station upgrade

The city also requested the Ministry of Construction and the Railway Project Management Board to study and calculate the scale and functions of stations on the route. For Nam Hai Phong Station, it is recommended to study and add internal routes up and down the station to access connecting routes and planning the surrounding area of Nam Hai Phong Station.

Research on expanding Nam Dinh Vu Operation Station into Nam Dinh Vu Station (about 10 hectares), adding passenger station functions; research on designing an elevated station with up and down roads, connecting to Trang Cat urban area, planning to build a tunnel connecting to Dong Lake, where the city plans to build a thematic park. If this becomes a reality, the city will have a modern urban station model like in Japan and Korea, where each arriving train not only carries passengers, but also brings investment, trade and tourism opportunities.

For Dinh Vu Station, the city proposes to expand the scale of the station to arrange access roads, parking areas, and container and cargo gathering areas appropriately, avoiding affecting traffic on Dinh Vu main road with a very large volume of traffic entering and exiting cargo ports. Add a shared road surrounding Dinh Vu Station, connecting with Dinh Vu Road to ensure convenient traffic connections in the area.

Quoc Tuan Operation Station is also proposed to become Quoc Tuan Station, adding passenger station function and connecting with the Hanoi - Hai Phong expressway intersection and National Highway 10.
