Poland, which holds the rotating EU presidency, wants a new sanctions package to be adopted on the third anniversary of the outbreak of the conflict in Ukraine, namely February 24, 2025.
However, preparing a new sanctions package could face some difficulties, as EU diplomats believe the EC has reached a certain “ceiling” in deciding on sanctions. In addition, there is expected to be opposition from countries such as Hungary and Slovakia.
The EC is therefore also considering, among other measures, restrictions that would have the same effect as sanctions but would not require unanimity in decision-making, such as increased duties on certain agricultural products from Russia and Belarus.
Poland, along with a group of Scandinavian and Baltic countries, has submitted a proposal for the 16th package of sanctions. In particular, these countries are asking for restrictions on imports of Russian gas and liquefied natural gas (LNG).
They also want sanctions to be extended to Russia’s so-called “shadow fleet,” vessels that are believed to be illegally transporting Russian oil. So far, the EU’s 15th round of sanctions, according to the bloc, has imposed sanctions on only 72 of the 600 vessels in the fleet.
In addition, the new proposal also calls for banning cooperation with Russia's nuclear industry.
Previously, on December 16, the EU passed the 15th package of sanctions to combat law-breaking and weakening of Russia's military -industrial complex.
