Delegates at the AI Safety Summit in Bletchley, UK
The Guardian reported on November 1 that the UK, US, China and the European Union (EU) agreed that artificial intelligence (AI) poses a "catastrophic risk" to humanity, in the first international statement to deal with this rapidly emerging technology.
The 28 governments and the EU signed the Bletchley Declaration on the first day of an AI safety summit hosted by the UK government at Bletchley in central England.
“There is a potential for serious, even catastrophic, harm, whether intentional or unintentional, to arise from the most significant capabilities of these AI models. Given the rapid and unpredictable pace of change in AI, and as investment in the technology accelerates, we believe that a deeper understanding of these potential risks and actions to address them is particularly urgent,” the statement said.
The statement encourages transparency and accountability from leading AI technology developers in their plans to measure, monitor, and mitigate potential harm.
The Declaration sets out a two-pronged agenda, focusing on identifying risks of common concern and building scientific understanding of AI, and developing cross-national policies to mitigate the risks.
“This includes appropriate assessment metrics, tools for safety testing and relevant public sector capacity development and scientific research,” the statement said.
The declaration does not agree to establish an international testing center in the UK, as some in the UK government had hoped. However, it does provide a template for future international cooperation, with AI safety summits to be held in South Korea in six months and in France in a year.
UK Chancellor Rishi Sunak welcomed the announcement, calling it "a landmark achievement to see the world's AI powers agree on the urgency of understanding the risks of AI".
In a statement accompanying the joint statement, the UK government said the statement met the summit's key objectives of establishing shared agreement and responsibility on the risks, opportunities and progress of international cooperation on AI safety and research, particularly through greater scientific collaboration.
