On March 8, 1999, the Quang Binh Provincial Association for Promotion of Education was established under Decision No. 325/QD-UBND of the Provincial People's Committee. In 2000, the Association for Promotion of Education of districts, towns and cities was established. After 25 years of continuous efforts, the Association at all levels has made great contributions to the causeof education , human resource development and promotion of lifelong learning movement, strongly developing the association organization and membership system.

One of the outstanding achievements is the establishment of a strong and widespread network of association organizations. Up to now, 100% of communes, villages, hamlets, residential groups and schools in the province have organized learning promotion activities. Learning models such as: "Learning families", "Learning clans", "Learning communities" ... have been widely deployed and achieved high results, contributing to improving people's knowledge, developing human resources, and promoting the spirit of lifelong learning among the people.

From July 1, 2025, the District-level Association for Promotion of Education will end its activities and complete its historical mission, but the tradition of studiousness, the spirit of encouraging learning and talent will continue to be preserved and promoted. The foundations built by the District-level Association for Promotion of Education are the fulcrum for the Commune-level Association for Promotion of Education to continue to develop more strongly in the coming time, contributing to building the province into a learning province.
