Increase business registration in the education sector

(Baothanhhoa.vn) - Circular No. 29/2024/TT-BGDĐT of the Ministry of Education and Training (MOET) stipulates that organizations and individuals organizing extra-curricular teaching and learning activities (ET) outside of schools that collect fees from students from February 14, 2025 must register their business (BRE) in accordance with the law. Registrations increase sharply

In the whole year of 2024, Thanh Hoa City People's Committee only granted business licenses for education (specifically DTHT) to 4 business households, but from February 14, 2025 to the end of April 2025, nearly 1,000 households registered for business in this field.

Le Thi Hieu, Deputy Head of the Finance and Planning Department of Thanh Hoa City, said: We are guiding people to register for business in two ways: submitting documents directly at the "one-stop" department or submitting online at the Business Registration Information System via the National Public Service Portal. After 3 working days from the date of receiving the documents, the business registration agency will issue a receipt and a business registration certificate. In general, the declaration of business registration is carried out in the correct order, conveniently, meeting the needs of individual households.

Similarly, from February 14, 2025 to the end of April 2025, Tho Xuan District People's Committee issued 167 business registration licenses in the education sector.

The increase in business registration in the education sector has also been recorded in all other localities in the province. According to the report of the Department of Education and Training, by March 15, 2025, 1,510 individual business households in the province had registered for this activity.

In addition to business households, educational enterprises also increased sharply with 165 newly established enterprises in the education and training sector in the first quarter of 2025, accounting for 28.5% of the total number of registered enterprises.

In operation since March 2025, Vi Menter Yen Dinh Education Center (Quan Lao town, Yen Dinh district) currently has more than 200 students enrolled in Math, Literature, English, Physics, Chemistry, Biology. The center representative said: "The center has an area of ​​over 1,000m2 with 11 rooms (including 8 classrooms) fully equipped with modern equipment such as smart TV, ceiling speaker system, air conditioner, playground... enough conditions to organize teaching activities for students.

Need to strengthen management

The reason for the sharp increase in educational businesses is due to Circular No. 29 of the Ministry of Education and Training regulating DTHT, effective from February 14, 2025, which stipulates that DTHT outside of school that collects fees from students must register for business to be managed according to the provisions of the Enterprise Law. The procedures for business registration are quite simple and quick, however, business registration is only one of the necessary conditions but not sufficient if you want to DTHT according to the provisions of Circular No. 29.

The issuance of a certificate of eligibility to do business is done according to regulations. When citizens meet the conditions and have a need, they must be accepted. However, this does not mean that teachers who are granted a certificate can teach. After registering a business, the education sector will conduct an examination of the conditions of the facilities, fire prevention and fighting, environmental sanitation, etc. before deciding whether to grant a license to the facility to operate or not.

Through inspection, the Department of Education and Training said: Schools as well as extracurricular tutoring facilities basically strictly followed the direction of the Department of Education and Training, effectively deployed and organized the implementation of Circular No. 29, initially no schools, teachers, or extracurricular tutoring facilities violated the regulations and had to be handled. However, public units still face difficulties in arranging funding for extracurricular tutoring for subjects in schools according to the regulations of Circular No. 29; extracurricular tutoring facilities also face difficulties in self-assessing whether their facilities have ensured the regulations or not...

In addition, the management of teachers participating in extra-curricular teaching activities outside of school faces many difficulties; there is no close coordination mechanism between schools, education management agencies and local authorities in monitoring teachers' professional activities outside of regular school hours...

In the coming time, the Department of Education and Training will continue to coordinate with relevant units to strengthen inspection, supervision and support to ensure that out-of-school vocational training activities comply with legal regulations and contribute to improving the quality of education.
