The Vietnam Trade Office in Indonesia said that from March 1, Indonesia will adjust its management policy on coal export prices with the aim of strengthening state control over all international coal sales transactions.
Under the new regulation, Indonesia will use a minimum benchmark coal selling price issued by the government applicable to all international coal sales transactions of Indonesian coal exporting enterprises.
Exporting enterprises must base on the minimum price issued by the government, periodically issued twice a month (on the 1st and 15th of each month) to build the coal selling price for their trading contracts. In case the enterprises violate the regulations, they may be subject to administrative fines and have their coal export business license revoked.
Currently, Indonesia is only using the standard price (HCA) issued by the government on a monthly basis as the basis for calculating resource tax for export contracts.
For long-term coal sales contracts that have been signed, exporting enterprises are allowed to maintain their contractual price commitments; however, the Indonesian government requests exporting enterprises to adjust coal prices according to new regulations if the contract allows.
According to the standard price (HCA) in February 2025, the HCA coal price was set by the Indonesian government at 34.38 USD/metric ton for low-calorific coal; 124.24 USD/metric ton for high-calorific coal. The ceiling coal price implemented according to the domestic market obligation to sell to power plants is 70 USD/metric ton and 90 USD/metric ton for some industrial production sectors.
With the new coal price management policy, Indonesia wants to increase its influence in the international coal market, play a decisive role, and influence international coal prices, instead of being passively affected by international coal prices as in the recent past when in 2024 the country produced up to 831.05 million tons, of which 434.11 million tons were exported.
Indonesia is one of Vietnam's main coal import markets in 2024 with an import turnover of up to 2.49 billion USD. Vietnam imports coal mainly to serve thermal power plants. Changes in Indonesia's coal prices are said to have a significant impact on importers.
