Untapped potential
Community tourism and tourist attractions are one of the 6 product groups under the OCOP Program mentioned in Decision No. 490/QD-TTg of the Prime Minister. This is considered a product group of Hanoi with great potential and advantages.
The reason is that Hanoi is known as the “land of a hundred crafts”, with about 1,350 craft villages and villages with crafts; notable destinations in rural areas, can develop community tourism, tourist attractions. Each destination, each craft village has its own unique features. In addition, there is a variety of typical, quality gift products...
Phu Dong Green Park Eco-tourism Area (Gia Lam District).
Some popular destinations include: Van Phuc Village (Ha Dong District) with silk weaving products; Bat Trang Village (Gia Lam District) with ceramic and porcelain products; Duong Lam Ancient Village (Son Tay Town) with ancient houses preserved through many generations, specialties of Mia chicken and Phu Nhi rice cakes.
Or Dao Thuc village (Dong Anh district) with traditional water puppetry art; Son Dong village (Hoai Duc district) with fine art sculptures; Hong Van village (Thuong Tin district) with herbal tea products and tours to visit historical sites...
However, up to now, Hanoi has only developed two OCOP products in the group of community tourism and tourist destinations in rural areas: Phu Dong Green Park Eco-tourism Area (Gia Lam District) and Hong Van Village Tourism and Service Site (Thuong Tin District). The actual number is still very modest compared to the potential.
Barriers to be removed
In fact, in recent years, the Hanoi People's Committee has oriented to develop many other destinations such as Van Phuc silk village or Bat Trang pottery village, becoming OCOP products in the group of community tourism and tourist spots. However, turning these destinations into OCOP products has not yet been realized.
According to Ngo Van Ngon, Deputy Chief of Office in charge of the Office for Coordinating the Hanoi New Rural Development Program, one of the most important factors that needs to be considered in developing community tourism and tourist destinations is the infrastructure problem.
“In order to develop community tourism and rural tourism destinations, infrastructure is considered essential. Along with a convenient transportation system, well-guaranteed accommodation and resort services will open up opportunities for destinations…” - Mr. Ngo Van Ngon commented.
Bat Trang pottery village (Gia Lam district) is a destination visited by many tourists.
Rural environment is also a matter worth pondering for the orientation of community tourism development. Head of the Economic , Infrastructure and Urban Department of Ba Vi District Nguyen Giap Dong said that in reality, the management and treatment of environmental pollution in rural areas has been improved. However, the landscape space in general has not yet met the criteria for developing rural tourism.
Many opinions say that, in order to promote the development of OCOP community tourism products and tourist destinations, the Central Government and Hanoi City need to soon complete support mechanisms and policies to encourage the participation of the majority of people; not only in completing infrastructure, but also in preserving and promoting cultural values in a sustainable manner.
Director of the Hanoi Department of Agriculture and Environment Nguyen Xuan Dai said that developing community tourism products and tourist destinations has been identified by the city as one of the goals of Program No. 04-CTr/TU of the 17th City Party Committee for the period 2021 - 2025. To concretize the above policy, the city has issued many support mechanisms and policies, directing departments and branches to actively participate.
It is known that the Department of Tourism has built 6 pilot models of rural tourism and craft village tourism in the districts of Thuong Tin, Dan Phuong, Thanh Tri, My Duc, Thach That and Son Tay town. The departments are also completing and approving the detailed plan for preserving and developing traditional craft villages combined with tourism for the two craft villages of Van Phuc silk weaving and Bat Trang ceramics craft village.
Currently, the Department of Agriculture and Environment is continuing to coordinate with localities to promote agricultural development, diversify rural industries, build new types of services associated with community tourism, eco-tourism, and experience. At the same time, continue to effectively implement the new rural development program, focusing on creating green - clean - beautiful landscapes and environments, so that rural areas become livable places.
Implementing the One Commune One Product (OCOP) Program launched by the Prime Minister, from 2019 to present, Hanoi City has evaluated and classified 3,317 OCOP products, including 6 5-star products, 22 potential 5-star products, 1,571 4-star products and 1,718 3-star products.
