Answering and consulting on social insurance and health insurance policies for a large number of patients

The propaganda and consultation contents focus on the new points of the Social Insurance Law 2024 and the Health Insurance Law 2024. In addition, Social Insurance staff in region XXVIII also instructed many patients to install the VssID application, use the health insurance card image on the VssID application to replace the paper health insurance card when going to see a doctor or get medical treatment.

Accordingly, from June 1, 2025, the Social Insurance agency will stop issuing paper health insurance cards to health insurance participants, except in cases where there is no chip-embedded citizen identification card and VNeID and VssID cannot be installed.

Instead, people use electronic health insurance cards when going to see a doctor or get medical treatment. To avoid interruption of health insurance benefits, people need to install the VssID or VNeID application on their smartphones. Link health insurance information with citizen identification to ensure data synchronization.

From July 1, 2025, when the Law on Social Insurance and Health Insurance 2024 takes effect, there will be many new points in medical examination and treatment that are beneficial to health insurance participants. People need to understand these regulations to fully enjoy related benefits.

Statistics from the Social Insurance of Region XXVIII show that the province currently has 145 medical facilities providing health insurance examination and treatment. In the first 6 months of 2025, the health insurance fund paid more than 2.2 trillion VND for more than 4.7 million health insurance examinations and treatments. There are many patients whose medical examination and treatment costs were paid by the health insurance fund from hundreds of millions of VND or more. The case with the highest payment amount was more than 414 million VND.

Deputy Director of Social Insurance Region XXVIII Nguyen Thi Quy said that the Social Insurance sector is continuing to coordinate with departments, branches and localities to effectively implement solutions, focusing resources to strive to have over 95% of the population participating in health insurance from 2025 onwards, moving towards universal health insurance.
