Disbursement of nearly 200,000 billion VND after 5 months, progress has accelerated significantly
According to the latest report of the Ministry of Finance sent to the Prime Minister in Document No. 7474/BTC-DT on the implementation of the state budget public investment plan for 4 months and estimated implementation for the first 5 months of 2025, the disbursement of public investment capital has had positive changes in May 2025.
Specifically, as of April 30, 2025, the total disbursed public investment capital was VND 131,667.2 billion, reaching 14.64% of the annual plan (VND 899,532.8 billion), equivalent to 15.94% of the plan assigned by the Prime Minister . Of which, the National Target Program alone reached VND 4,935.1 billion, equivalent to 22.47% of the assigned plan.
It is estimated that by the end of May 31, 2025, the total disbursed capital will reach VND 199,325.2 billion, equivalent to 22.2% of the annual plan and 24.1% of the plan assigned by the Prime Minister, higher than the same period in 2024 (20.33% and 21.63%, respectively). The National Target Program alone has disbursed VND 7,054.6 billion, reaching 32.12% of the plan assigned by the Prime Minister.
In general, the Ministry of Finance assessed that the disbursement rate by the end of May 2025 had reached 24.1% of the plan assigned by the Prime Minister - an increase compared to the same period last year (21.6%). Of which, local budget capital had a high disbursement rate, reaching 27.5% (compared to 21.1% in the same period in 2024). However, central budget capital only reached 19.6%, lower than the 22.6% of the same period last year.
Compared to the slow progress in the first months of the year (February only reached 5.43%, March reached 9.72%, April reached 15.9% of the plan assigned by the Prime Minister), May recorded a significant acceleration in disbursement of public investment capital, contributing to catching up with the progress compared to the previous year.
Regarding disbursement results by unit, in the first 5 months of the year, 10/47 ministries, central agencies and 39/63 localities reached or exceeded the national average. On the contrary, 37/47 ministries, central agencies and 24/63 localities had disbursement rates below the average.
Some units have a high disbursement rate of over 30% such as: Vietnam General Confederation of Labor (86.43%), Voice of Vietnam (73.82%), Vietnam Bank for Social Policies (41.2%), Ministry of Public Security (40.5%). Localities with a disbursement rate of over 40% include: Phu Tho (62.7%), Thanh Hoa (57.8%), Lao Cai (51.8%), Thai Nguyen (51%), Nam Dinh (50.4%), Ha Giang (48.8%), Ha Tinh (48.7%), Ha Nam (45.3%), Ninh Binh (45.1%), Ba Ria - Vung Tau (42.6%) and Thua Thien Hue (41.2%).
However, there are still some ministries and central agencies that have not disbursed or disbursed less than 10%, and 7 localities have a disbursement rate of less than 15%, showing that there are still bottlenecks that need to be removed in the coming time.
Resolutely implement solutions to promote public investment disbursement
The Government always identifies public investment as a key political task, playing a key role in promoting socio-economic development, ensuring national defense, security and political stability.
In recent times, the Government and the Prime Minister have continuously and resolutely directed to promote the disbursement of public investment capital, effectively implementing three National Target Programs and projects using increased central budget revenue sources from the beginning of 2025.
At the recent Conference on Promoting Growth Dynamics from Public Investment in 2025, Prime Minister Pham Minh Chinh emphasized the need to be determined to disburse 100% of the assigned capital plan, considering this an important task to promote growth, create jobs, and ensure livelihoods for people.
Public investment not only contributes to building infrastructure and expanding development space, but is also an important lever for growth. Promoting public investment helps reduce logistics costs, improve business competitiveness, unlock social resources and promote the leading role of state capital in economic development.
To realize the goal of disbursing the entire public investment capital plan in 2025, the Ministry of Finance requires ministries, branches and localities to seriously learn from experience and promptly and resolutely carry out assigned tasks.
In the context of implementing administrative unit rearrangement and building a two-level local government model, it is necessary to pay special attention to the handover of clear legal documents, and at the same time adjust the capital plan reasonably from the district level to the provincial level or down to the commune level, in order to ensure continuity in project implementation.
One of the biggest "bottlenecks" today is site clearance work, which requires direct and decisive involvement of local leaders to remove difficulties and speed up progress.
For projects using ODA capital, the Ministry of Finance requires the managing agency to closely monitor progress, proactively adjust the project and promptly coordinate to handle problems, especially for projects that have completed investment and bidding procedures. Close coordination with the Ministry of Finance to work with donors when problems arise is also an urgent requirement.
Particularly for local budget capital, it is necessary to focus on accelerating budget collection progress, especially from land use revenue - to ensure timely and effective capital allocation.
The Ministry of Finance also proposed to strengthen inspection and supervision, clearly assign responsibilities among levels and sectors, and promote synchronous coordination in the construction of key projects.
The specific goal is to complete at least 3,000 km of expressways and more than 1,000 km of coastal roads by 2025, while speeding up the groundbreaking and inauguration of major projects, towards celebrating the 80th anniversary of the August Revolution and National Day on September 2.
