The total public investment plan for 2025 assigned by the Central Government is over VND 9,900 billion, the province assigned VND 10,145 billion. By May 29, the province had disbursed nearly VND 1,700 billion (reaching more than 17% of the capital plan assigned by the Prime Minister ; reaching 16.7% assigned by the province). The Department of Finance has continuously advised on documents urging investors, advising the Provincial People's Committee to organize 4 inspection teams for key projects (phase 1). From March 2025 to present, the unit has organized 8 meetings with relevant departments and branches to urge investors and district-level People's Committees to focus resolutely, propose many solutions, and orient the project transition work when there is no longer a district-level administrative unit... However, the disbursement results are still very slow.
Units inspected by Working Group No. 1 (including: Long Xuyen City, Chau Doc City, Provincial Project Management Board, Provincial Military Command, Provincial Police) were allocated 5,873 billion VND (accounting for 57.9% of the total capital plan for 2025). As of May 29, the units disbursed more than 1,058 billion VND (reaching 18%, higher than the average of the province). Although the disbursement rate of these investors is higher than the average of the whole province, it is still lower than the average of the whole country. The total capital accounts for nearly 60% (concentrated in the Provincial Project Management Board, more than 5,200 billion VND), greatly affecting the overall results of the whole province. Currently, according to the investor, the biggest problem is still related to site clearance and raw material sources. Specifically, 7 projects are stuck with site clearance: Le Trong Tan Street Upgrade Project (section from Tam Bot Bridge to Pham Cu Luong Street, Long Xuyen City); Chau Doc - Can Tho - Soc Trang Expressway Project; upgrading and expanding Provincial Road 941 (section from Bridge No. 16 to the intersection between 3/2 Street and Hung Vuong Street); Provincial Road 941 extension; upgrading Provincial Road 949; upgrading the inter-provincial road connecting Chau Phu - Hon Dat District (Kien Giang Province); Luong Van Cu High School, Vo Thanh Trinh (Cho Moi District).
“In 2025, Long Xuyen City will not have any projects using the central and provincial budgets. The total capital plan assigned by the province is 214.5 billion VND. We have allocated nearly 265.5 billion VND (nearly 51 billion VND higher) from other capital sources of the city. A total of 126 projects will be implemented this year, without capital adjustment, and 100% disbursement is committed. However, the Le Trong Tan Street upgrade project is facing difficulties in site clearance (1 household remains). Currently, the City People's Committee is directing specialized agencies to review and speed up the enforcement process to ensure project progress,” informed Chairman of Long Xuyen City People's Committee Tran Minh Duc.
Regarding the source of raw materials, there are 3 projects facing difficulties, including: Construction of a regional connecting road from Tan Chau Town to Chau Doc City, connecting with Kien Giang and Dong Thap provinces; upgrading and expanding Provincial Road 941 (from Bridge No. 16 to the intersection between 3/2 Street and Hung Vuong Street); Chau Doc - Can Tho - Soc Trang Expressway Project. An Giang Provincial Military-Civilian Hospital Project (invested by the Provincial Military Command) encountered difficulties in project adjustment procedures. In addition, 3 projects were stopped due to administrative unit arrangement (according to Conclusion 137/KL-TW), including: Chau Doc City Conference Center; renovation and upgrading of Reconnaissance Company barracks; renovation of officers' rest houses and technical infrastructure of the Command Center - Provincial Military Command had to transfer capital.

At the meeting to evaluate the progress of public investment disbursement in the first 5 months of 2025 of Working Group No. 1, the Chairman of the Provincial People's Committee assigned the Department of Finance to monitor and update weekly disbursement data for the Provincial People's Committee, send to all investors, secretaries, and chairmen of district-level People's Committees; advise the Provincial People's Committee to handle difficulties of investors, propose capital increases and decreases, adjust capital arrangements, etc. If there is a reduction, the basis for implementation must be fully considered. If the investor does too poorly, it is natural to be forced to reduce capital, accompanied by criticism and discipline. If there is an increase, it must be arranged for a feasible project, avoiding further adjustment. When the locality or investor asks for opinions and recommendations on implementing processes and procedures, relevant departments and branches must resolve them as soon as possible. Investors are responsible for proactively urging and working with units. Localities should focus on site clearance and resolving backlogs as soon as possible, but must ensure that policies and regulations are in accordance with the law.

The province has set a roadmap to strive to achieve 40% by June 30, 70% by September 30, and 100% by the end of the year.
