Resolving long-standing problems in many projects

With high political determination and synchronous efforts in implementing socio-economic development tasks, Long An province is focusing on implementing well the work of compensation and site clearance; at the same time, paying attention and proposing many solutions to completely handle long-standing problems in many projects.

Recently, the Provincial People's Committee issued a Plan to implement compensation and site clearance work in 2025. Vice Chairman of the Provincial People's Committee - Nguyen Minh Lam emphasized that compensation, site clearance and resettlement work is a key political task of the entire political system, especially the heads of Party committees and authorities where projects are implemented. Accordingly, he requested to mobilize all resources, strengthen coordination between departments, branches, localities and investors to remove difficulties and thoroughly resolve problems in the process of implementing projects.

By 2025, the province has set a goal of completely resolving long-standing problems in a number of projects in the past.

To effectively implement the goal, the province has reviewed and identified, clearly stating a number of projects in Tan An City, Kien Tuong Town and the districts of Can Duoc, Can Giuoc, Ben Luc that are facing long-standing problems . From there, the province has developed a plan and set a goal to completely resolve them by 2025.

In Tan An City, there are 3 projects being focused on resolving. That is the project to build and operate industrial cluster infrastructure in Loi Binh Nhon commune with a total area of ​​over 42.6 hectares, 96.4% has been paid to 188/192 households, equivalent to 20.495/235.362 billion VND. Currently, 4 households are still stuck with inheritance procedures. The city government is closely coordinating with departments, branches and people to complete the documents as soon as possible.

Along with that, 2 important urban renovation projects, namely the embankment to prevent landslides on the banks of the Vam Co Tay River (from the old Ward 2 fish market to the new Tan An bridge), with an area of ​​1.82 hectares, and the residential area renovation along the embankment with an area of ​​1.029 hectares, are also facing obstacles.

For the project to build a dike to prevent landslides on the banks of the Vam Co Tay River, 100% of the land has been handed over by households, and 95/98 households (96.94%) have received compensation of nearly VND 172.327 billion, reaching 95.14% of the total cost. Three households have not received the money due to land legal issues or disagreement with the price.

The project to renovate residential areas along the embankment to prevent landslides on the Vam Co Tay River (from the old Ward 2 fish market to the new Tan An bridge) has paid 110/116 households (94.83%) with the amount of more than 122 billion VND, reaching 92.9% of the total cost, but there are still 6 cases of problems due to absent owners, ownerless graves or complaints about the area and compensation price. Tan An City People's Committee is urgently consolidating the documents to enforce land recovery; at the same time, continuing to mobilize people.

In Kien Tuong town, the project to expand Residential Cluster 5, Ward 2, with an area of ​​3.6 hectares (3.2 hectares have been paid), still has 6 households that have not agreed to receive compensation despite the decision to enforce it. In addition, the project to complete the technical infrastructure of the Airport Urban Area, phase 2, associated with the 45.36-hectare Garden Villa Area in Ward 1, Kien Tuong town, still has 2 households that have not received money. The People's Committee of Kien Tuong town affirmed to continue to mobilize and complete legal procedures to enforce land recovery in 2025, ensuring the overall progress of the projects.

Can Duoc District is also making efforts to resolve problems in 5 projects. Of which, the Provincial Road 830B Project (Long Cang Commune) has completed land acquisition and compensation payment, and is focusing on arranging resettlement for the remaining 5 households. As for the Phuoc Dong Industrial Park and Wharf Project (Phuoc Dong Commune), although the land acquisition has been completed, there are still 2 households that have not received money due to problems from the investor regarding payment or waiting for compensation price. The District People's Committee is actively working with businesses to speed up the progress.

Can Giuoc District is one of the localities with many stuck projects, especially industrial parks. At the Port Area (147ha), Tan Tap Commune still has 1 case that has not agreed to receive money. Projects invested by Hai Son Company Limited (103.8ha in Long Thuong Commune) still have 4 cases.

Five Star Urban Area (phase 2 in Phuoc Ly commune) with an area of ​​60.53 hectares, there are 9 cases that have not received money and 5 cases that have paid a part. Five Star Resettlement Area (area of ​​11.52 hectares in Phuoc Ly commune) has 8 cases that have not received money and 3 cases that have paid a part. The district continues to mobilize and consolidate records to enforce these cases.

In particular, Can Giuoc district has 3 large industrial park projects that are facing many difficulties. Long Hau 3 Industrial Park (123.98ha) still has 3.66ha with 76 households (including 6 households with market stalls), 1 organization and 4 households that have paid a part, the total unpaid compensation amount is up to 37,340,279,530 VND.

The district is stepping up its mobilization and completing the enforcement documents. The Nam Tan Tap Industrial Park (158ha, Tan Tap commune) still has nearly 34.45ha of land that has not been cleared, involving 563 cases and the unpaid amount of more than 797.2 billion VND; the main reason is that the investor has not transferred the funds.

The Nam Tan Tap resettlement area (22.37ha, Tan Tap commune) still has 17.79ha with 202 cases and an unpaid amount of more than 364.6 billion VND, also due to financial problems from the investor. The People's Committee of Can Giuoc district is actively working with companies to solve financial problems; at the same time, mobilizing people.

Like some localities, in Ben Luc district, the work of compensation and site clearance for residential areas and industrial parks has also been focused on. The Hai Son - Phuoc Loi residential area (79.83ha) in Phuoc Loi commune still has 27.1ha with 165 households not yet receiving money (360 billion VND). The Hai Son - Cho Moi Ben Luc residential area (7.79ha) still has 1.52ha with 37 households not yet receiving money (60.7 billion VND).

Phu An Thanh Industrial Park (54.19ha, An Thanh commune) has 5.4ha with 10 households that have not received money (54.7 billion VND). Luong Binh Industrial Cluster (58.7ha) has 26.2ha with 34 households that have not received money (192.63 billion VND).

Two large industrial parks, PRODEZI Industrial Park (345.36ha) and TANDOLAND Industrial Park (217.14ha), both in Luong Hoa commune, although 96.1% and 95.46% of the land has been cleared, still have 13.4ha (30 households, 134.15 billion VND) and 9.7ha (19 households, 81.4 billion VND) respectively unfinished.

Ben Luc District People's Committee affirmed to continue to mobilize and complete the enforcement dossier to complete the payment and land recovery work in 2025.

With the remaining time of 2025, the province is determined to completely resolve the long-standing problems in the above projects. Close coordination between departments, branches, People's Committees at all levels, investors and people is the key factor to achieve the set goals, creating a strong driving force for the province's socio-economic development in the next period.

Removing obstacles, completing BT and GPMB of these projects not only frees up land resources but also contributes to early investment in completing infrastructure, attracting investment and improving people's quality of life./.
