Solving land issues for Dai An Industrial Park expansion
Recently, the People's Committee of Hai Duong province held a meeting to resolve difficulties and problems in site clearance for the Dai An Industrial Park expansion phase 2.
After listening to the report and comments at the meeting, Mr. Luu Van Ban, Standing Vice Chairman of Hai Duong Provincial People's Committee emphasized: Hai Duong has been implementing synchronous solutions to attract investment in industrial parks, creating favorable conditions for secondary investors. Therefore, Cam Giang District People's Committee needs to urgently complete the site clearance work to hand over to investors, and soon start construction to ensure the set goals.

Vice Chairman Luu Van Ban requested the People's Committee of Cam Giang district to coordinate with relevant departments and branches, determined to clear the site, and hand over the land to the investor in March 2024. Note that the implementation of site clearance must ensure the principles of publicity, transparency and fairness; strengthen propaganda and mobilization so that people can grasp information about the role and benefits of the project, the process of implementing compensation and site clearance steps. In the process of developing a compensation plan to implement site clearance, closely follow the provisions of the Land Law and the Government's decree on compensation, support and resettlement when the State acquires land.
After the census related to households, it is necessary to make it public on mass media so that people can understand and cooperate in implementation. Based on the provisions of the law and the actual situation, apply the highest level of support for people. After implementing in accordance with the regulations, combining propaganda to help people understand the socio-economic development goals of the province, if people still do not agree, then resolutely develop a plan to enforce land recovery in accordance with the prescribed order and procedures.
Mr. Luu Van Ban also assigned the provincial Department of Natural Resources and Environment to coordinate with relevant units and localities to provide answers to people when comparing policies and regimes with some projects in Tu Minh ward, Hai Duong city.

Dai An Industrial Park expansion (phase 2) is in the process of completing site clearance. However, up to now, there are still about 76 hectares of land that have not been cleared in Cam Doai and Cam Dong communes because households have not agreed on the compensation price, and there are opinions comparing it with some site clearance projects in Tu Minh ward, Hai Duong city. Within the site clearance area, there are 201 households with assets on the land. Currently, 35 households have received compensation and support. The District People's Committee is completing the documents to approve the compensation and support plan for the remaining 166 households.

According to the representative of Dai An Industrial Park Infrastructure Development Company Limited - the infrastructure investor, up to now, the Dai An Industrial Park expansion project phase 2 has cleared 151 hectares, accounting for 66.5% of the total area. The entire area has been converted to land use purpose by the Provincial People's Committee and assigned to the infrastructure investor to implement the project. Currently, the construction units have basically completed the construction of the first phase of technical infrastructure on an area of 21.5 hectares. This is an industrial land area that can attract investment in the near future.
According to the orientation, this is a multi-industry industrial park, not locating heavy industry or industries with the risk of causing pollution. Enterprises investing in production in the industrial park must have advanced technology lines. When put into operation this year, the expanded phase 2 of Dai An Industrial Park will focus on attracting high-tech industries, supporting industries, light industries, etc.
