The statement alleges that as head of the SMPA, Mr Kim "failed to take necessary measures, such as deploying sufficient police forces or ensuring proper command and supervision" on the day of the tragedy, despite being able to "foresee the potential danger" of the crowded conditions in the nightlife area.
Mr Kim, the highest-ranking police official to face trial over the Itaewon tragedy, was previously indicted but released on bail.
In January 2023, Mr. Kim and 22 other officials from the police, rescue agency and district office were recommended for prosecution by a special investigation team for their alleged involvement in the handling of the stampede.
Prosecutors have previously charged the heads of the Yongsan District Police Station and the Yongsan Ward Office, but have been unable to decide whether to indict Mr. Kim for more than a year.
The victims' families said they regretted that it took so long for the prosecution to decide to prosecute Mr. Kim.
"Director Kim must immediately resign and face trial," the families said in a statement. "President Yoon Suk Yeol must immediately remove Mr. Kim from office."
