Thematic monitoring of the implementation of classification of domestic solid waste at source in An Duong district

According to the report of the People's Committee of An Duong district, the propaganda work on classifying domestic solid waste at source was carried out in many different forms such as: organizing about 50 conferences; distributing leaflets (about 8,000 copies); propagating through radio; instructing and signing commitments to each household.

The district has implemented a pilot model of classifying domestic solid waste at source for nearly 700 households in An Hai and Dong Thai wards, then deployed it throughout the district. By the end of the first quarter of 2025, the rate of households classifying domestic solid waste at source reached about 91% (43,244 households/47,739 households). Waste is collected and transported by 2 enterprises to the city's centralized landfill for treatment according to regulations. In general, people's awareness has been raised; contributing to making the district's environment increasingly clean and beautiful.

The delegation conducted a field survey at a number of locations in An Duong district.

However, An Duong district also faces some difficulties such as classifying waste that can be recycled and reused, and a part of food waste is classified to be used as animal feed. The infrastructure for collecting, transporting, and treating solid waste is not yet synchronized; investment and allocation funds for environmental protection projects are still low, not meeting the requirements...

At the meeting, An Duong district proposed that the City People's Committee soon issue service prices for collection, transportation and treatment of domestic solid waste according to the Law on Environmental Protection 2020; prioritize capital allocation for the implementation of environmental protection works and solid waste management such as investment in the construction of solid waste collection points and equipment to ensure the classification, collection, transportation and treatment of solid waste according to regulations.

Through a field survey, listening to reports and opinions of members of the Supervisory Delegation, Comrade Pham Van Khanh, Head of the Urban Committee of the City People's Council, acknowledged and highly appreciated An Duong district for its methodical approach and clear roadmap, especially in terms of propaganda and construction of garbage collection points; the rate of households classifying domestic solid waste at source is higher than the city's average (over 90%). However, An Duong district is also facing many difficulties and obstacles, especially the awareness of a part of the people, so the results are still limited, although classification is available, it is not thorough; infrastructure and collection equipment are not yet synchronized; low investment capacity...

The Head of the Urban Committee of the City People's Council requested An Duong district to closely follow the direction of the City Party Committee in Directive No. 34 and the plan of the City People's Committee; continue to do a good job of propaganda, clearly define the person and the job, assign party members to be in charge of households; regularly inspect and supervise; have administrative measures to handle violations. At the same time, continue to invest in resources; have specific plans when switching to a 2-level government model, avoid interruptions, affecting the effectiveness of classifying domestic solid waste at source./.
