According to Minister Tran Hong Minh, in order to implement Resolution 66/NQ-CP dated March 26, 2025 of the Government on the Program to reduce and simplify administrative procedures related to production and business activities and Official Dispatch No. 78/CD-TTg dated May 19, 2025 of the Prime Minister on focusing on reducing and simplifying administrative procedures in the construction sector, the Ministry requires heads of agencies and units to directly direct the process of reviewing, reducing and simplifying administrative procedures in the fields under their responsibility.
Agencies and units must thoroughly implement with the highest determination, ensuring to cut at least 30% of the time to handle administrative procedures, 30% of the cost of complying with administrative procedures, and 30% of business conditions in 2025 in accordance with the progress required by Resolution 66/NQ-CP. Heads of agencies and units are responsible to the Minister for the completion of the objectives and tasks.
Minister Tran Hong Minh assigned the Director of the Department of Construction Investment and Management to coordinate with relevant departments and offices to urgently develop and propose plans to amend legal documents (research and propose amendments to legal documents according to shortened procedures) and send them to the Legal Department for synthesis before June 3, 2025 to immediately implement the reduction and simplification of a number of administrative procedures.
Specifically, the procedures for granting construction permits for construction projects with detailed planning at a scale of 1/500 or projects in areas with approved urban designs will be reduced. At the same time, the number of subjects required to carry out project and design appraisal procedures at specialized construction agencies will be reduced.
At the same time, reduce administrative procedures on construction capacity of enterprises in the direction of shifting the management of business conditions from granting certificates of construction capacity to enterprises self-declaring their eligibility to operate and competent state agencies conducting post-inspection; reduce investment and business conditions in the field of construction activities.
In addition, the Minister requested to review and propose a list of documents that need to be amended and supplemented with regulations on unit prices and norms to resolve difficulties and problems related to investment cost management in construction (especially for investment projects in construction of traffic works). Report to the Minister the review results before June 15, 2025.
The Director of the Department of Science , Technology, Environment and Construction Materials shall preside over and coordinate with relevant departments and divisions to organize the review and propose a List of standards and technical regulations that need to be supplemented in the construction sector to ensure convenience for construction investment activities (especially regulations on construction planning); propose a List of standards and technical regulations that are no longer suitable and need to be abolished or amended to avoid waste in investment in construction works. The results of the review of technical regulations shall be sent to the Legal Department for synthesis before June 15, 2025.
The Director of the Information Technology Center is assigned to preside over and coordinate with departments and divisions to research and develop a plan for the Ministry of Construction to "Promote the application of digitalization, automation, and build a database system as a basis for simplifying records, documents, implementation procedures, and time for handling administrative procedures in the construction sector" and complete it before July 30, 2025.
The Legal Department closely coordinates with relevant departments and divisions in the process of developing the Draft Decree on decentralization and delegation of state management in the fields of construction and transportation and the draft Decree on decentralization of authority of local authorities according to the 2-level local government organization model in the fields of construction and transportation.
The goal is to ensure that the draft Decree thoroughly decentralizes the authority to handle administrative procedures on project appraisal, design, construction permit issuance, and inspection of acceptance work, in accordance with the arrangement of administrative units and the implementation of the two-level local government organization model.
In addition, the Minister assigned the Ministry's Office to coordinate with departments and bureaus to urgently complete the Plan to reduce and simplify administrative procedures related to production and business activities of the Ministry of Construction to seek opinions from ministries, branches, localities and the Prime Minister's Working Group. Complete the Plan and report to the Prime Minister on schedule before June 30, 2025.
At the same time, monitor and urge the implementation of the Plan to reduce and simplify administrative procedures related to production and business activities of the Ministry of Construction after approval, summarize the implementation status and report to the Minister; advise on the implementation of the Ministry's reporting regime to the Government and the Prime Minister as required before the 25th of each month.
